OBJECTIVES OF THE PROGRAMME

To ensure healthy population development by protection and promotion of women's and reproductive health through1. Improved access to, availability and use of quality maternal and neonatal health services including routine and emergency obstetric care services2. Improved coverage of skilled attendance at birth3. Improved access to, use and quality of family planning information and services for men and women4. Increase community awareness and demand for quality maternal, newborn, and family planning/birth spacing servicesStrengthen maternal and newborn surveillance and monitoring system.

DESCRIPTION OF DUTIES

Under the supervision of the WR and the general guidance of C/FCH, the incumbent will perform the following duties\: 1. Provide advice and technical support to the Ministry of Public Health in their efforts to strengthen reproductive health policies and programmes and improve the quality of reproductive health services. 2. Support the MoPH along with other partners in developing norms, tools and guidelines with regards to reproductive health care. 3. Provide technical support to Ministry of Public Health in reviewing and updating the national reproductive health strategy and plan of action in collaboration with all other stakeholders.4. Introduce, adapt and implement systematically selected evidence based guidelines (including making pregnancy safer and family planning guidelines) to enhance the quality of health care provided to women and newborns.5. Provide technical support to MoPH in policy review on skilled attendants. 6. Support and coordinate capacity building activities with all training centers for community midwives. 7. Support the Ministry of Public Health, in collaboration with other partners, in strengthening the maternal and newborn surveillance and monitoring system.8. Monitor and evaluate the reproductive health care and family planning services and conduct action oriented research to improve service delivery.9. Provide technical support, leadership and coordination of reproductive health care activities with other implementing partners in the health sector i.e. UN agencies, governmental organizations and NGOs.10. Develop/update level appropriate package for making pregnancy safer and family planning information, education, and communication and service delivery, and organize training of health care workers in using them, in collaboration with other stakeholders. 11. Identify social, legal and policy barriers to utilization of maternal health services using culturally appropriate tools and norms developed by WHO.12. Support innovations to increase women's access to health information and services using WHO developed tools for working with individuals, families and communities. 13. Fund raising and implementation of the UN joint programming of Reduction of Maternal Mortality in Afghanistan (Under UNDAF).

REQUIRED QUALIFICATIONS

Education

Essential\: University Degree in Medicine with Masters Degree in any of the following fields (Public Health/Reproductive Health/Maternal and Child Health)
Desirable\: Post-graduate degree in Obstetrics and Gynaecology, or training in community health. .

Experience

Essential\: At least 7 years experience at national and international level in reproductive health.
Desirable\: Experience in programme monitoring and evaluation and training..

Skills

- Knowledge in public health programme development, management and evaluation.- Strong interpersonal and cross-cultural skills.- Ability to collaborate effectively with policy makers, programme managers, UN agencies, NGOs, service providers and other partners.Capacity to work successfully in team environment

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2781 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
