About the job: 
Supervise members in Tripoli area office finance team
• Deliver technical support and guidance to area teams
• Fulfil daily accounting tasks and assist in coordinating financial functions and services 
• Producing relevant financial previsions and reports on a regular basis

 

Geographic scope: Area
This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to area office operations.

 

Responsibilities: 

Management
• Lead and manage the area finance team (including people planning, performance, well-being and development)
• Ensure effective planning and quality implementation of the finance activities within the area office 
• Ensure daily monitoring of area and compliance with all regulations and procedures
• Periodically organize or coordinate specific workshops/trainings for programme teams as well as support team on finance matters

Transfers and payments 
• Ensure all payments are made timely and in accordance with existing DRC forms 
• Ensure all payments meet requirements of Libyan Law and engage with authorities, tax advisors or other stakeholders to ensure tax requirements are met accordingly 
• Ensure that payment documents comply with DRC internal financial procedures and donor regulations 

Accounting 
• Maintain timely and accurate accounting records in compliance with DRC policies and procedures
• Ensure all expenses are entered into DRC’s accounting system on time and that they meet DRC quality standards
• Ensure cashbooks are updated on a daily basis to reflect the actual status of existing cash count and bank balance in all currencies 
• Ensure cash flow between offices is maintained and cash and bank balances are maintained corresponding to operational needs
• Ensure reconciliation of accounts on monthly basis through the ERP system
• Ensure all financial documents are filed and archived systematically and safely stored
• Ensure and monitor compliance with donor rules and guidelines. Ensure any instances of non-compliance are immediately flagged to Support Services Manager.

Budget control, planning and reporting 
• Develop and ensure the implementation of shared cost tools 
• Assist Support Services Manager in conducting budget follow ups and monitor grants spending. Liaise with Program Managers for regular budget monitoring
• Prepare and assist in issuing donor reports. Ensure all accounting records/documents are submitted to country office as per set timelines.
• Support the development of new proposals by providing financial data and budget gap analyses

DRC Dynamics ERP System
• Ensure that processes under supervision are handled properly via DRC Dynamics
• Ensure ERP finance functionalities are properly used by concerned staff and team has proper knowledge and access to information to use DRC Dynamics
• Apply reports and data analytics from ERP system to improve performance in area of concern

As Team Leader the post-holder is responsible for the following:
• Accountable for people management of employees, usually working in the same area of work
• Accountable for ensuring that agreed work plans and tasks set by the next-level up Manager are implemented on time
• Hiring and termination of employees and conducting performance appraisals (closely overseen by the next-level manager)

 

About you:
•  Minimum 3 years of relevant work experience in financial/accounting field 
• Proven management skills and a competence in people management
• Advanced proficiency in Excel and financial ERP systems
• Good proficiency in PowerPoint and Word
• Full professional proficiency in English and Arabic 
• Experience in working in NGOs desired

 

 We are also expecting: 
•    University degree in Finance, Accounting, or other relevant field 
•    Fluency in written and spoken English and Arabic.

Contract length: 6 months     
Designation of Duty Station: Tripoli, Libya.
