Job Description

Oversee the implementation of quality emergency health programs and  work closely with the WASH, Nutrition and Emergency teams, ensure the IRC’s Covid-19 response activities are implemented on time ensuring high quality in accordance with technical best practice and IRC approaches

  • Prepare program work plans in coordination with Field Coordinator/Manager for all projects.
  • Conduct regular monitoring visits to the various project sites as possible, ensuring that projects utilize standardized protocols, policies and guidelines, as outlined by the Ministry of Health and WHO. Identify technical quality and/or other implementation issues, and provide solutions and follow-up to ensure projects are on track to meet goals and are consistent with established best practices.
  • Represent IRC at key coordination forums.
  • Ensure that the health program is implemented in line with the IRC principles:promoting and protecting rights, participation, capacity building, partnership and holistic programming.
  • Strictly follow up the medical and operational supply chain system, stock recording, timely ordering for the supplies and accountabilities in relation to the warehousing and using of the supplies including medicines and medical items.
  • Promote the culture of learning and documentation so that lessons learned and good practices are documented and shared for institutional memory and learning. Ensure that field experiences are documented and used to advocate on behalf of the communities.
  • Assess unmet needs in the health sector with a special focus on Covid-19 response and make recommendations for how IRC can better address identified unmet needs, contributing to the IRC’s health strategy.
  • Work closely with other IRC programs present in the same location, such as Nutrition, WASH and RRM, and integrate program components to the extent possible.
  • Work with finance to provide accurate and timely spending plans, cash forecasts, and salary allocations
  • Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors
  • Conduct monthly program data analysis with health staff to discuss progress on grant indicators, disease trends, define action points for how to stay on track with grant requirements, and follow up with those points
  • Work closely with the M&E team to produce and analyze all weekly, monthly, or quarterly reports and ensure timely submission of all such reports.

Other Duties

  • Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and liaising with other external parties as required to maintain/enhance the security environment.
  • As assigned by the supervisor to enable and develop IRC programs.
  • Provide a strong and thorough handover at the end of deployment.

NOTE: This position may enter the red zone/high risk area of an isolation unit.


Qualifications

  • The ideal candidate will be a health professional with public health training and previous EVD response or cholera experience. 
  • Previous experience working in infection prevention and control, with demonstrated experience in IPC personnel management, supervision and the development of SOPs/protocols.
  • Experience in coordinating, implementing and managing health programs in emergency contexts.
  • Strong leadership, management, planning, analytical, interpersonal, and communication skills;
  • Ability to live and work in stressful and insecure environment;
  • Excellent initiator, able to manage multiple tasks.
  • Able to work under pressure and good at timely decision making.
  • Competent in Microsoft Office, Word and Excel
  • Knowledge and/or experience in conflict management, protection, or other related field;
  • Excellent professional approach and strong team building skills.
  • Strong coordination and representation skills and well versed in convincing and clarification of views and points.
