Overview of position
The United Nations Security Council Resolution 2009 established the UN Support Mission in Libya (UNSMIL) in September 2011. The UNSMIL has since commenced its support to the country's new transitional authorities in their post-conflict efforts. These range from assisting the Libyan authorities restore public security and the rule of law, promote inclusive political dialogue and national reconciliation, help the Libyans embark on the drafting of a new constitution and lay the foundation for elections. The most recent UN Security Council Resolutions 2434 and 2486 mandate UNSMIL to support the organization of elections in Libya, in full accordance with the principle of national ownership.

Following the revolution in 2011 that led to the overthrow of 40 years of authoritarian rule, the clashes have severely impacted both the political and economic conditions affecting the macro-stability of the country, and the lives and livelihood of the Libyan people. Since the country’s first free elections on 7 July 2012 for the General National Congress (GNC), two subsequent electoral events took place: the Constitutional Drafting Assembly election on 20 February 2014 amidst violence and boycott by some minority groups, and the election of a new legislative body, the House of Representatives (HoR) in July 2014. In addition, Libya conducted 95 municipal council elections during 2014 and 2018, as well as 22 second generation municipal council elections in 2019.

With an overall goal of building the capacity of Libya’s transitional governance structures and facilitating citizens’ participation in political processes, this UNDP/UNSMIL joint initiative is designed to support Libya in holding municipal council elections. Through support to the Central Committee for Municipal Council Elections (CCMCE), the designated body responsible for Local Elections, the project expects to contribute to the planning, preparation and conduct of a second round of municipal elections after those in April / May 2019. The project focuses on support to and capacity building of the CCMCE to prepare and run successful election operations including a successful voter registration and prepare and conduct voter/civic education and awareness raising activities.
 
Role objectives
Purpose and Objective of the Consultancy
Under the overall supervision of the Chief Technical Advisor and Project Manager / National Project Officer, a team of national Civic and Voter Education Specialists working under the direct supervision of the civic and voter education coordinator will be based at the CCMCE and support the civic and voter education initiative of the CCMCE. Following UNDP’s procedures, s/he will device and implement the developed plan, which has been jointly developed by CCMCE and partners. The Civic and Voter Education Specialist shall be providing technical assistance to the CCMCE on the implementation of a comprehensive civic and voter education strategy. S/he may also be asked to assist in the Post-Election-Initiative supporting newly elected municipal councils, upon needs defined by the CTA.
Summary of Key Functions:
1.  Help implementation of a Civic and Voter Education strategy;
2.  Assist in production and dissemination of civic education materials;
3.  Help establishing relations with relevant electoral stakeholders including with the media;
4.  Assist in continuous assessment of civic education activities;
5. Assist the cooperation and work with civil society to implement voter awareness initiative.

The Civic and Voter Education Specialist shall perform the following functions:
  1. Support implementation of a Civic and Voter Education programme;
  • Support the CCMCE in the implementation of a culturally- and gender-responsive civic/voter education strategy, including dissemination of materials and activities;
  • Support the CCMCE in the development of culturally- and gender-responsive civic/voter materials through a variety of mediums for potential voters;
  1. Support the CCMCE Outreach and Public Relations team with civic education, public information to:
  • Provide technical support to the CCMCE for the production and dissemination of civic and voter education materials;
  • Work closely with selected partners / NGOs in the implementation of the civic / voter education initiative;
  1. Provide regular reporting on the coverage and quality of civic education through:
  • Take part in the continuous assessment of levels of Libyans knowledge of electoral related issues amongst potential voters;.
  • Provide regular reports about civic and voter education work.
  1. Help in establishing relations with relevant stakeholders.
  2. Assist to moderate and facilitate the civic education workshops and events.
  3. Assist, if requested, in the Post-Election-Initiative supporting newly elected municipal council in their efforts to reach out and communicate with the citizens.

Key competencies Qualifications
Education: • Master’s degree in journalism, communications, social sciences or related fields should have at least 5 years of experience and those with bachelor’s degree in relevant field at least 7 years of experience
Experience: • At least 5/7 years of experience respectively in the development and delivery of voter and civic education and information programs in an election context, or equivalent experience in the field of working with civil society organizations and implementing projects;
• Good experience in facilitating workshops and trainings.
• Work experience with Electoral Management Bodies is an advantage;
• Work experience with implementation of an inclusive/gender-responsive Civic and Voter Education programme is an asset;
• Work with civil society organizations in Libya is an asset.
• Good experience with administrative work is an asset.
Language requirements: • Fluency in both written and spoken English and Arabic are essential.
