DRC has been operating in the Middle East and North Africa (MENA) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Algeria, Libya/Tunisia, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman. DRC has 17 offices and approximately one thousand staff members across the MENA region. Following an internal HQ restructuring, from 1st January 2018 the region is focusing on the Middle East, hence Algeria, Tunisia and Libya will transition to a new region during the course of 2018, while Yemen will join the Middle East region.

Overall purpose of the role:

Under the supervision of the Shelter and Infrastructure Manager, the Shelter and Infrastructure Officer contributes to the planning, implementation and follow up of Shelter activities in his/her assigned area, including rehabilitation of public infrastructures such as schools, health centers, community centers, and Water Infrastructure, emergency repairs of private houses according to Sphere minimum standards or distribution/installation of Shelter kits and seasonal NFIs as well as technical support and outreach. Implementation modalities are through either markets-based approach through cash for work, casual labor, cash or vouchers, or instead through private contractors.

Responsibilities:

• Under the supervision of the Shelter and Infrastructure PM, the Shelter and Infrastructure Officer undertakes regular field/site visits to ensure proper monitoring of the activity’s implementation in area of operation.

• Organizes the Cash for Work activities schedule, liaise directly with the workers and make sure that all the necessary documentation (attendance sheets, certificate of completion of works etc.) is properly filled and filed.

• Identify potential beneficiaries for Shelter/WASH activities and conduct any technical assessment needed in order to tailor the response, taking into consideration the specific needs of vulnerable individuals and persons of concern.

• Support, facilitate or undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation.

• Act as a focal point for DRC Shelter & Infrastructure activities at any time in the areas she/he is covering.

• With the support of the line manager, the Shelter Infrastructure Officer liaises directly with the contractor focal point at the worksite to monitor the quality of the works, alongside the relevant governorate directorate and is tasked with approving/rejecting the works after consulting the line manager according to the agreed standards in the BoQ.

• Prepare and follow up Procurement Request forms for all materials or services needed to allow proper continuation of the works

• Provide daily updates to the line manager and contribute to regular reports on progress and activities.

• Take responsibility for stock, inventories, materials, tools and equipment, including correct filing and documentation in close cooperation with the logistics department and notably warehouse officer.

• Be the focal point with distribution team and logistics to organize and implement any distribution such as NFIs, Kits or cash for shelter.

• Be the focal point with M&E team in order to make sure that PDM are conducted on a timely and good-quality basis.

• Ensure regular and timely reporting of problems, potential delays or risks to project implementation to the relevant supervisor, and support in the development and execution of solutions and mitigating actions.

• Contribute to refining of data collection, monitoring and reporting tools, and to the harmonization of WASH/Shelter methodologies and tools across the area(s) of operation.

• Ensure the respect of DRC Code of Conduct and DRC’s zero tolerance policy of Sexual Exploitation and Abuse (SEA), humanitarian principles and contribute to the integration of Protection and Age, Gender, Diversity (AGD) mainstreaming into DRC programming.

• Undertake any other duties or tasks that may be assigned by the Line Manager

About you

Required:

Experience and technical competencies:

• Technical engineering knowledge of civil, structural and/or WASH, water infrastructure.

• Proven work experience in engineering (designing and/or supervising) for Shelter and/or water infrastructure and WASH construction projects

• Previous INGO experience implementing Shelter/WASH/Infrastructure activities.

• Proven work experience in implementing WASH/Shelter projects through Cash for Work modality is strongly preferred, including supervising CfW workers (especially female) and supporting hygiene promotion including to female community members. Experience in distributions is an asset.

• At least 1-year experience leading small teams, and undertaking basic project implementation/monitoring responsibilities (e.g. completing purchase requests, compiling beneficiary data, etc.)

• Proven experience of report writing in English, and drafting official letters in English and Arabic.

• Proficiency in the following computer programs: MS Excel, MS Word, AutoCAD (essential).
