Overview of position
  • In several countries, the lack of experience in outbreak management, poor IPC standards & gaps in specific technical expertise are leading to slow & inadequate preparedness & response causing thousands of healthcare workers infected, increase number of people ill & an irrational use of PPE.
  • In order to strengthen the global preparedness & response, SHO would like to make available & share with state members its in house specialised expertise & technical know how moving the support to countries level. In the context of the UN health emergencies incident management system, the incumbent will have the responsibility to support WASH & IPC activities according to the ‘’Operational Support for the COVID-19 preparedness, readiness & response’’ frame as per table underneath.
  • Countries, MoHs, authorities, following a needs assessment, will be able to request specific support according to the epidemiological scenario identified at country or regional level. The Health Logistic Expert will provide targeted technical support, according to the specific request received, through field visits & technical reports. S / He will work in close collaboration with the help desk for all kind of technical drawing & construction proposal.
Role objectives
  • The Health Logistics Expert provides technical expertise, tools, methods & SOPs to meet the specific IPC & construction standards within SARI facilities, advise on surge plan development & critical items management. Technical areas include but are not limited to Water Sanitation & Hygiene (WASH), Infection Prevention Control (IPC), Health Facilities Support, Laboratory Support & Safe & Dignified Burials (SDB).
  • The Health Logistics Expert will provide support according to the specific support requests received from Ministry of Health, country offices & relevant authorities. The support request, based on details needs assessments, can be:

Technical report with recommendations & technical specifications, including: 3D drawings for screening / triage at facility level, COVID-19 community facility & COVID-19 treatment areas (i.e. includes construction material & ventilation system specification).
Technical SOPs on screening, triage & patient management including IPC protocols, patient & staff’ flow, area identification, correct use & disposal of PPE, oxygen & ventilator management, ambulance transport, community care, home isolation.
Recommendation on how to set up critical items management, distribution & monitoring tools, including oxygen.
Re-purpose hospital wards into a COVID-19 wards Assess the designated hospital ward to be re-purposed into COVID-19 wards.
Identify patient’ & staff’ flow, risk areas & training staffs on correct use of PPE, critical items management.
Assess SOPs on screening, triage & patient management.

Construction of a new COVID-19 treatment centre Site assessment to better adapt the new facility to specific context.
Assess SOPs on screening, triage & patient management.
Technical report with recommendation & technical, 3D drawing for new COVID-19 treatment centre construction, including prefabricated solution proposal, 3D drawing for potential extension (re-purposing or new construction) including construction material & ventilation system specification.

Construction, re-purposing of community facilities for mild and moderate cases. Assessing existing building & identified new construction site.

Reduce the risk of nosocomial infection for patients & staffs.

Assessing the structural set up of existing COVID-19 facilities, including, screening area, triage, treatment centre & community facilities.
Assessing facilities hardware, including patient & staff flow, risk area, use of PPE & IPC measures implementation.
Technical report with recommendation & technical, 3D drawing for improving the existing COVID19 facility.
Technical SOPs on COVID-19 treatment centre hardware with recommendation including IPC protocols, patient & staff’ flow, area identification, correct use of PPE.
Operational surge plan is available & ready to be launch. Assess existing COVID-19 facilities, potential existing building for re-purposing & identified new construction site.
Assess local, regional & national capacities for surge of medical teams.
Assess supply chain surge plans, with procurement & distribution mechanisms.
Assess transfer vehicle / ambulance referral system.
Technical report for surge plan implementation including:
- List of existing building for possible re-purposing.
- Technical, 3D drawing to set up new COVID-19 treatment centre in identified construction sites, prefabricated option included.
- Technical, 3D drawing to re-purpose existing building [1 or 2 options] into a COVID-19 treatment centre & community facilities.
- Supply chain surge plans.
- HR surge plans.
Project reporting
  • First Level Supervisor: OSL HQ.
  • Second Level Supervisor: COVID-19 Incident Manager.
Key competencies Educational qualifications:
Essential:
- University Degree in Engineering, Architecture, Biology or any other scientific field, from a recognised university.

Desirable:
- Master’s Degree or professional qualification in WASH & / or IPC from an accredited/ recognised institute.

Experience:
Essential:
- At least 10 years of relevant experience in WASH & IPC including at least 1 cumulative year of experience in VHF, flue pandemic, SARS, MERS treatment centre construction & management.

Desirable:
- Experience in developing countries. Prior humanitarian working experience at field level, with our client, other UN agency, health cluster partners recognised humanitarian organisations or with an international nongovernmental organisation.

Language:
- Excellent knowledge of English or French (depending on the country of assignment). Working knowledge of another UN official language would be an asset.

Other skills:
− Excellent knowledge of MS Office applications. Demonstrated computer skills with emphasis on construction & 3D software.

Competencies:
− Operationalisation of Technical Expertise: Applies specialised & detailed technical expertise to guide structural & operational interventions. Expert must understand & operate effectively in hazard emergency contexts, demonstrating knowledge of the international emergency response systems & disease outbreak environments.
− Communication: Expresses clearly in conversation & interaction with others. Produces effective written communications. Need strong communication & negotiation skills that can bring opposing opinions amongst a diverse array of stakeholders to an acceptable compromise.
