Background:

 

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements and sustainable urbanisation. It is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. Leading efforts to advance UN system-wide coherence for sustainable urbanisation, UN-Habitat is playing a key role implementing the Goal 11 of the Sustainable Development Goals adopted in September 2015 as well as the New Urban Agenda (NUA) adopted in Quito, Ecuador in October 2016.

 

In India, UN-Habitat has been working closely with the Ministry of Housing and Urban Affairs, Government of India, at national level in promoting policies and programs on mutually agreed technical cooperation initiatives in support of sustainable urbanization, promoting climate-smart and nature-based urban development, urban mobility and implementation of New Urban Agenda and SDGs. At sub-national levels, UN-Habitat is collaborating with UN agencies within the United Nations Sustainable Development Framework (UNSDF) to achieve the strategic outcomes set forth in its RBM framework. UN-Habitat India’s interventions is focused on strengthening five broad pillars:

 

(1)   Safe, Inclusive, Resilient and Sustainable Cities and Regions;

(2)   Affordable, Green, and Resilient Housing Environment;

(3)   Healthy, Safe, and Prosperous Neighbourhoods;

(4)   Accountable and Efficient Urban Governance;

(5)   Knowledge Systematization and Learning.

 

The implementation arrangements under this plan is following a five-phased approach: (i) Policy advocacy and Knowledge dissemination (ii) designing pilot programmes on the basis of discussions with national/ sub-national governments, (iii) implementation of pilot programmes and demonstration of strategic results, and (iv) impact assessment/ evaluation, documentation, (v) replication of action and capacity building and advocacy for scale-up.

 

Presently, the Country office is supporting in the design and implementation of following ongoing projects: (1) SCIAP Project - UN-Habitat in cooperation with UNIDO is implementing a Global Environment Fund (GEF-6) supported project on Sustainable Cities – Integrated Approach Pilot (SCIAP) being implemented in five cities (Bhopal, Jaipur, Mysore, Vijayawada, Guntur). The overall objective of the GEF project is to integrate sustainability strategies into urban planning and management with the end view of achieving the goals of ongoing city-related government projects hoping to achieve livable, workable and sustainable cities. (2) Urban LEDS Project: UN-Habitat is supporting Government of India to develop a multi-level governance framework to enhance configuration of roles and responsibilities across international, national, local government entities with an eye towards achieving the Nationally Determined Contribution (NDC) pledge. The project is supporting the cities of Nagpur and Thane to develop specific climate change mitigation and adaptation actions and integrate the strategy into regular city planning, in order to mainstream implementation. (3) Mainstreaming “Leaving No One Behind” in National Urban Policies and programmes (SDG 11 & 6) in South Asian countries namely Afghanistan, Bangladesh, India and Sri Lanka. Through this project, the inclusion of persons with disabilities and other marginalised groups will be strengthened in fundamental sectors of urban development, under SDG 11 – Sustainable Cities and Communities for integrated urban development and a SDG 6 – Clean Water and Sanitation, which gives impetus to an important sectoral challenge in South Asia countries. (4) Localizing SDG 11 capacity building support to MoHUA and MoSPI: National Statistical Office (NSO), Ministry of Statistics and Programme Implementation (MoSPI) has prepared the National Indicator Framework (NIF) consisting of 306 statistical indicators. NIF will be the backbone of monitoring of SDGs at the national level and will give appropriate direction to the policy makers and implementers of various schemes and programmes. UN-Habitat is providing technical inputs to the SDG 11 and related urban indicators of the NIF in close collaboration with the Ministry of Housing and Urban Affairs and MoSPI.

 

Organisational Setting and Reporting:

 

Under the overall guidance and supervision of the Country Programme Manager, UN-Habitat India, the Programme Management Expert (PME) will work closely with the Programme Management Officer (PMO), ROAP, Japan and will be responsible for ensuring the highest level of efficiency, accuracy and consistency of work to the execution of programme and projects in order to lead the financial and operational management support to various projects at the Country Office in India.

 

The Project Management Expert will support and coordinate both technical inputs on localising SDG11 in India through various knowledge products as well as supervise administrative and financial activities. The Expert will analyse and interpret UN financial rules and regulations to provide solution on a spectrum of complex financial management and budgeting issues and will provide accurate and timely financial information to guide project management and resource allocation decisions. This position is located within the UN-Habitat Regional Office for Asia and the Pacific (ROAP), Japan at the New Delhi duty station.

 

Duties and Responsibilities:

 

Financial Management and Administration

  • Responsible for overseeing and managing financial and administrative operations of UN-Habitat India office programme portfolio, including procurement, timely preparation and implementation of project financial activities, provision of adequate human resources inputs, IT equipment and contracts, while promoting a collaborative, client-oriented approach, both consistent with UN-Habitat and UNDP rules and regulations;
  • Lead preparation of financial reports to donors, consistent with specific agreement requirements while maintaining a monitoring system to ensure timely reporting to donors incl. certified financial statements, and coordinate with project staff to prepare necessary reports;
  • Liaise with PMO (ROAP) and the Management & Operations Divisions at HQ and UNON with regards to internal and external financial and administrative reporting and monitoring;
  • Support sound resource management through budget management, resource allocation planning and expenditure control, consistent with UN/ UMOJA rules and regulations;
  • Establish and maintain a monitoring system to handle petty cash as Custodian and ensure compliance with UN-Habitat petty cash management policies and procedures;
  • Contribute in the formation of country-level administrative policies, guidelines and strategies related to the project budgets incl. country-specific travel guidelines;
  • Plan, manage and facilitate procurement processes for the office and Projects, with timely preparation of procurement plans for the office and projects and monitor its implementation, liaise with ROAP and UNON Procurement Unit, as required;
  • Administering, preparing and monitoring the budget and financial cycles/ cash flows of the project(s) including UMOJA administration;
  • Undertake any other related tasks on an adhoc basis, as may be required by the UN-Habitat senior management officials.

 

Country Strategy Plan – Programme Implementation Support

  • Prepare, review, and monitor contribution agreements, partnership agreement of cooperation, letters of agreement, financial budgets, where necessary for engaging with UN sister agencies, donors, government and non-government partners;
  • Liaise with donor counterparts and nodal UN offices (e.g. UN-Habitat Legal Office and Operations Management team at UNON) to facilitate finalisation of various agreements;
  • Assist in the preparation of project documents, concept notes, financial budgets as per UMOJA G/L and related Classes for PAG review and establishing the projects into PAAS;
  • Facilitate arranging human resources required by projects and operation and ensure timely recruitment, contract awarding, payroll/ payment, contract extension, separation or termination of staff, individual contractor, consultants and experts with support of ROAP;
  • Maintain liaison and cooperation with UN-Habitat ROAP, UNON, UNDP, project staff and other partners on administrative matters and project logistics;
  • Advise project personnel on the appropriate procurement methods to be followed and work closely with project teams to ensure timely delivery of goods and services according to procurement plan and UN-Habitat rules;
  • Supervise support staff on recruitment processes, including ensuring timely submission of forms and documentation to relevant UNOPS/ UNDP teams and scheduling of candidate interviews;
  • Supervise travel facilitation processes from end-to-end for events and meetings, including calculating entitlements, travel authorisations, reimbursements, expense reports liaise with relevant colleagues in both HQ and ROAP Offices;
  • Directly supervise the Project Assistant (administration), allocate tasks and identify priorities, provide feedback on day-to-day work of the Project Assistant.

 

Qualifications:

 

Education: An advanced university degree (Master's or Postgraduate) in commerce, administration, finance, international business or other related fields. A first-level degree (Bachelor's or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

 

Work Experience: Minimum 3 years of progressively responsible work experience in project financial and administration related activities, programme management and budgeting implementation, procurement, research, knowledge management, data collection, report writing etc. Experience in computer and MS Office package, particularly proficiency in Excel and managing complex data. Experience of working with the UN System is preferred and operational knowledge of UMOJA, UNON, UN-Habitat and UNDP rules and regulations are highly desirable.

Language: Fluency in English and Hindi is required for this position. Knowledge of another local language or UN official language would be an advantage.
