WFP Zimbabwe’s Country Strategic Plan (CSP) 2017-2021 was approved by the WFP Executive Board. It aims to contribute to five Strategic Outcomes (SOs) that are aligned to five Strategic Results of Sustainable Development Goals (SDG) 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of 13 Activities are planned to be implemented to achieve the contributions to the five SOs.

JOB PURPOSE

Under the Integrated Road Map (IRM), WFP has committed to a new way of working, linking not only all activities to the defined Strategic Outcomes, but also linking resources used for implementing the activities to the results achievedT.

To provide support to policy and programme activities that effectively meet WFP Zimbabwe Country Strategic Plan (CSP) 2017-2021 operation needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Collect and consolidate required information for project/local level planning and implementation processes;

Liaise with the Cooperating Partners to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency, and highlight potential risks to project delivery;

Assist Cooperating Partners to carry out needs assessments, designs and pre-feasibility and feasibility studies;

Assist the related stakeholders in ensuring timely monitoring of the field activities and reporting as well as undertake regular field visits to track progress of implementation at the field level;

Prepare work plans and monitoring plans, conduct site visits, prepare and submit reports. Prepare field visit schedule and facilitate monitoring and evaluation in coordination with WFP Sub Office.

Track and analyse data to provide input into reporting activities and contribute to the preparation of accurate and timely reporting on activities.

Ensure a proper database is maintained on project progress, lesson learned and best practices

Monitor and collect the information on the issues of protection, accountability, and gender equality and social inclusion (GESI) to inform the management for timely response to the issues.

Emergency Programming Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.
Strategic Policy Engagement w/Government Understands and applies basic principles of engagement with government counterparts at the national or local level.
Deliverables
  • Timely preparation of Country Office and Field Office programme implementation updates and reports.
  • Good internal and external stakeholder engagement and management.
  • Ensure smooth running of the programme unit.
  • Ensure that community feedback mechanism and protection issues are implemented.
  • Monthly activity plan produced
  • Datasets produced and posted on ONA and in line with monitoring targets
  • Coordinate the documentation of success stories, lessons learnt and best practices; and lead in donor missions
  • Monthly reports produced and submitted.
STANDARD MINIMUM QUALIFICATIONS
  1. Completion of a post-secondary qualification in the related functional area.  A degree in in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field will be a distinct advantage.
  2. Knowledge of food security and livelihood assessment conceptual frameworks.
  3. At least 6 years experience in basic food security and market analisis and reporting.
  4. relevant experience in project implementation in a governmental and multilateral organizations or I/NGOs with broad understanding of the various aspects of social mobilization, community development, 3PA, PRA, RRA methods, tools and frameworks;
  5. Experience of working with government and I/NGOs at the local level in governance, livelihoods, food security, nutrition, education, and climate change sector;
  6. Prior experience of working in the project target districts/municipalities will be given preference;
  7. Must have training and/or experience utilizing computers including word processing, spreadsheet and other software packages. 
  8. Competency in communication and reporting in English and Shona languaages

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Demonstrate ability to implement, under guidance, humanitarian and resilience building programmes deploying the full range of transfer modalities with an understanding of basic principles guiding modality selection, implementation, monitoring and evaluation.

Ability to implement new methods or tools to improve team’s work processes and productivity.

Experience in utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems.

Has experience in implementing, monitoring and reporting on food and cash assistance related programmes

Has experience working in data management systems (COMET, SCOPE, etc.)

Has experience working in both emergency and development context.

CRITICAL SUCCESS FACTORS
  • Knowledge of national and international policies and strategies related to food security, nutrition, education, and climate change;
  • Knowledge of and experience of result-based management (RBM) methodologies and tools (project and programme planning, implementation and monitoring) and report writing;
  • Sound judgment; ability to extract, interpret, analyse and format data and to resolve operational problems.
  • Ability to work with minimum of supervision; to supervise and train support staff;
  • and to work effectively with people of different national and cultural backgrounds
