The World Food Programme’s (WFP) 2017–2021 Country Strategic Plan (CSP) for Zimbabwe is a significant step forward on WFP’s vision for zero hunger as it addresses food security and nutrition challenges. The objectives of WFP’s food assistance interventions are to collaborate with governments and partners at all levels to maximize the food security and nutrition impact of existing safety net programmes and to offer technical, advisory services related to the design, operationalization and evaluation of the cost-efficiency and effectiveness of food security and nutrition-sensitive safety nets and other food security, nutrition and resilience-building interventions. WFP is expanding its urban intervention and the expansion will see the harare Field Office covering more operational areas and increased caseloads. Under the overall supervision of the Head of Programme and direct supervision of the Head of Field Office, the Programme Associate will coordinate and support implementation of CSP activities in the Harare Field Office Operational area.

JOB PURPOSE

The implementation of CSP activities in the northern region and expansion of the urban intervention into additional domains requires a stable staff complement within the Harare Field Office. The position is required to enhance oversight and support on field activities mainly in the three provinces namely Harare Metropolitan, Mashonaland East, Mashonaland Central, Mashonaland West and the Harare Metropolitan Province.

To provide effective specialized support and technical analyses to policy and programme activities related to WFP Zimbabwe’s food security and resilience programming efforts.

KEY ACCOUNTABILITIES (not all-inclusive)

To provide specialized project implementation and management support to WFP interventions to ensure that the various programme activities are performed within the established targets following WFP’s policies and procedures.

Prepare a variety of elaborate weekly, monthly and any other reports and substantial data analysis and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control.

Liaise with internal counterparts (e.g. Supply Chain, CBT, IT, M&E, activity focal points) to support efficient and effective collaboration, implementation and monitoring of ongoing project activities, to ensure that the quantity and the quality of operation is in line with WFP standards;

Arrange for regular meetings with district stakeholders, community leaders and cooperating partners on cash sisbursement arrangements, entitlements and other relevant issues to support effective communication flow and efficient operations.

Provide standard trainings for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to independently self-monitor and to contribute to the visibility of WFP in the coverage areas.

Review the work of Cooperating Partner and Financial Service Provider providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines. Initiate and track Cooperating Partner performance through timely planning and review of agreed upon Key Performance indicators (KPIs).

Follow up on toll-free issues from operational area ensuring timely feedback is provided to callers and updates shared with supervisor within the stipulated timelines

Gathers, organizes, and provides data on programme outputs, processes, and outcomes, including distribution plans and the status, quantity, and quality of food and cash distributed and technical assistance provided.

Ensure that all crosscutting issues like gender, nutrition, social protection and environmental issues are integrated in all programme implementation.

Perform other duties assigned by the supervisor.

STANDARD MINIMUM QUALIFICATIONS

Completion of a post-secondary qualification in the related functional area.  A degree in in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field will be a distinct advantage.

Knowledge of food security and livelihood assessment conceptual frameworks.

At least 6 years experience in basic food security and market analisis and reporting.

Must have training and/or experience utilizing computers including word processing, spreadsheet and other software packages

Fluency (level C) in English language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Demonstrate ability to implement, under guidance, humanitarian and resilience building programmes deploying the full range of transfer modalities with an understanding of basic principles guiding modality selection, implementation, monitoring and evaluation.

Ability to implement new methods or tools to improve team’s work processes and productivity.

Experience in utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems.

Has experience in implementing, monitoring and reporting on food and cash assistance related programmes

Has experience working in data management systems (COMET, SCOPE, etc.)

Has experience working in both emergency and development context.
