Under the guidance of the Head of Field Office and Programme Officer M and E, the Programme Associate M$ E and OIM (Operations Information Management) will provide effective specialized support and technical analysis related to monitoring and evaluation activities to ensure WFP programmes generate quality evidence on the processes, outputs and outcomes of WFP’s food assistance activities on the lives of beneficiaries. 

JOB PURPOSE

At this level, job holders would be responsible for technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines and practices. The incumbent will handle a wide range of specialized programme or policy support activities and involved in analytical work independently handle. The job holder should demonstrate initiative in the identification and resolution of a wide range of issues and effectively handle unforeseen situations.

KEY ACCOUNTABILITIES (not all-inclusive)

Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines. 

Provide specialized project management support to defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.

Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilisation, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.

Ensure and or perform timely recording of data within the specific technical area of work.

 Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.

Coordinate and communicate with local partners, agencies, NGOs and government institutions to ensure timely delivery of assistance.

Support the capacity building of WFP staff, Cooperating Partners and National Government within technical area.

Act as a point of contact for resolution of a range of operational queries and problems within specific area of responsibility.

Oversee and review work of other support staff, providing practical advice and guidance to contribute to delivering objectives to agreed standards and deadlines.

 Perform other related duties as required.

  • Monthly reports produced and submitted.
QUALIFICATIONS AND EXPERIENCE FOR ENTRY INTO THE ROLE
  1. Completion of a post-secondary qualification in the related functional area.  A degree in in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography, Social Science or other related field will be a distinct advantage.
  2. Knowledge of food security and livelihood assessment conceptual frameworks.
  3. At least 6 years experience experience with International/national humanitarian or development agencies in the field of project implementation. Field experience essential. Has contributed to implementation of programmes.
  4. Has observed or assisted with policy discussions.
  5. Experience of working with government and I/NGOs at the local level in governance, livelihoods, food security, nutrition, education, and climate change sector;
  6. Must have training and/or experience utilizing computers including word processing, spreadsheet and other software packages. 
  7. Ability to interpret and analyse a wide range of programme issues and statistical information and to maintain accurate precise records
  8. Competency in communication and reporting in English and Ndebele and or Shona languaages
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Demonstrate ability to implement, under guidance, humanitarian and resilience building programmes with an understanding of basic principles guiding modality selection, implementation, monitoring and evaluation.

Ability to implement new methods or tools to improve team’s work processes and productivity.

Experience in utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems.

Has experience in implementing, monitoring and reporting on food and cash assistance related programmes

Has experience working in data management systems 

Has experience working in both emergency and development context.
