UNICEF Liberia is seeking a qualified Consultant to ensure continued functionality of the mHero system and contribute to the sustainability of the system beyond Dec 2020.

1. Background:

In January 2018, UNICEF assumed the management of the mHero[1] (mHero is a two-way, mobile phone-based communication system that connects ministries of health and health workers. mHero brings together existing health information systems with locally popular communication platforms to facilitate the exchange of important health information. IntraHealth International and UNICEF created mHero in August 2014 to support health-sector communication during the Ebola outbreak in Liberia) project as part of the process of transitioning mHero to Ministry of Health with financial and technical support from USAID. Under this partnership, UNICEF worked on strengthening the capacity of MoH personnel, providing technical assistance in overall platform management and documentation, troubleshooting when there are technical glitches, analysis and use mHero data for decision making, and the development of a sustainability plan of action.

The USAID support to mHero project is ended on 31 December 2019. Given the closure of the project, partners had agreed on a transition plan and sustainability plan. Certain components of these plans were covered under the grant support, which allows MoH to continue the sustenance of the project activities in 2020. The components that are covered are SMS costs and cost of Rapid pro platform.

Since 2014, the project has been extensively supported financially and technically by partners that have resulted in the development of an infrastructure to continue the initiative. Currently, the HMER unit in MoH is advocating with senior management to allocate resources to mHero initiative, which will allow MoH to fully take over the project. Meanwhile, the project activities will continue with minimal support from partners, as explained above.

As explained above, UNICEF has agreed with key partners to engage Individual Contractor (Innovation), who will work with the Ministry of Health to support the development and management of the activities for mHero and RapidPro across Liberia, under the direct supervision of M&E Specialist. The role of Individual Contractor (Innovation) will also be guided by the evolving needs considering Covid-19 outbreak.

2. Purpose of Assignment:

The assignment will ensure continued functionality of mHero system and contribute to the sustainability of the system beyond Dec 2020. More specifically, the Individual Contractor (Innovation) will provide technical and coordination/managerial support to mHero.

3.  Objectives of Consultancy:

Objective 1.  Provide technical and coordination/managerial support to MoH towards functional mHero system responding to COVID-19 Risk Communication and Community Engagement (RCCE) Pillar.

4.  Scope of Work:

To achieve the objective, the Individual Contractor (Innovation) will focus on the following tasks on a monthly basis and will provide a monthly report as a monthly deliverable. The consultancy assignment is likely to continue for 11 months from the date of the contract.  Therefore, a total of 11 months reports are expected and each of these monthly reports considered as one deliverable.

  • Provide technical expertise to the Ministry of Health (MoH) on a broad array of technologies, including but not limited to mobile data collection (including RapidPro), data management and analysis, application and database servers, mobile connectivity, and others to meet the needs of  COVID-19 response under the pillar of Risk Communication and Community Engagement Pillar.
  • Facilitate implementation of the mHero plan for Liberia and to ensure timely, effective and efficient implementation of activities under RCCE pillar.
  • Work with and oversee work performed by third-party mobile network operators and technology companies.
  • Provide first line response to electronic and IT technical queries and request for support from system users, and monitoring follow-up for issues.
  • Track and support full utilization of resources provided for innovation funds for the year.
  • Obtain and submit periodic reports from the Ministry of Health and Mobile Network Operators.
  • Participate in scheduled meetings with the Ministry of Health on matters relating to mHero and risk communications.
  • Conduct monitoring visits and report on mHero ensuring utilization of funds and resources

The above task list is indicative and will be further refined in collaboration with MoH, USAID, and UNICEF. However, the scope of work will remain as above. The finalized task list for every month will be agreed, and the Individual Contractor (Innovation) will be required to report on these tasks on a monthly basis. Each of the monthly reports will be considered as a deliverable as explained above.

6.  Payment Schedule:

Deliverable 1-10 – Submit 11 reports completing all monthly tasks by the end of every month and cleared by M&E Specialist – 9% of total consultancy fee for every monthly deliverable (estimated US$ 3,168).

Deliverable 11 – Submit a consolidated report for the entire duration of consultancy assignment and cleared by PM&E Specialist, 10% of total consultancy fee for the final deliverable (estimated US$ 3,520).

7.  Documents to be included when submitting the proposal:

Interested Individual Contractor (Innovation) must submit the following documents/information to demonstrate their qualifications:

  • Proposal/Letter of Interest – explaining why being the most suitable for the work.
  • Financial proposal – based on the deliverable and terms of payment. The financial proposal shall specify a total lump sum amount, and payment mentioned above terms based on delivery and acceptance of the services specified in the sections above.
  • Personal CV, including experience in similar projects and at least three references.

8.  Competencies/specialised skills and experience required for the assignment:

Competences:

Education:

  • A bachelor’s degree in relevant areas (IT, ICT, Development Communication etc.)

Experience:

  • at least three years of experience in the ICT field preferably on the use of the rapid-pro platform.
  • previous experience of working with government partners.
  • previous experience or familiarity with the UN system.

Language requirements:

  • Strong facilitation skills, good command of written English, and making presentations in English.

9.  General Terms and Conditions of the Contract:

  • Under the consultancy agreements, payment is deliverable based as defined in the ToR.
  • All remuneration must be within the contract agreement.
  • No contract may commence unless both UNICEF and the Individual Contractor sign the contract.
  • For international Individual Contractor outside the duty station, signed contracts must be sent by fax or email.
