Job Description

The International Rescue Committee has been working in Kenya since 1992, providing essential services including comprehensive health care, gender-based violence prevention and response programming, peace-building promotion, livelihoods support, protection strengthening initiatives, and access to water, sanitation, and hygiene. IRC Kenya works with both refugees and local vulnerable populations, with approximately 300 national staff and 1,500 incentive staff in the country program. Within the Nairobi headquarter office, approximately 40 program and operations staff members work to support the field teams directly implementing projects.

Scope of Work

With technical support from the Protection Manager, the Safe Programming Assistant will be responsible for implementation of protection principles including feedback mechanisms in Hagadera Refugee Camp. The position reports to Senior Field Coordinator.

Responsibilities

  • Draw up and maintain updated detailed program and activity work plans.
  • Coordinate and disseminate information to clients in relation to rights and entitlements in accessing services.
  • Conduct outreaches, meetings, trainings, awareness raising sessions targeting staff, clients, community leaders and partners on protection principles and client feedback.
  • Monitor the protection concerns of IRC clients and highlight the specific needs of men, boys, women and girls.
  • Prioritize and lead all aspects of protection assessments in close collaboration with the Monitoring and Evaluation team.
  • Collect feedback from various channels such as help desk, community leaders’ meetings, email and focus group discussions.
  • Update the client feedback registry and classify the complaints and feedback and provide updates to colleagues for course correction.
  • Develop reports emanating from internal assessments and client feedback reports and disseminate to IRC staff. Develop action plans to implement the findings.
  • Ensure IRC staff are aware of the protection principles on safety, dignity, access and participation in accessing IRC’s humanitarian assistance.
  • Ensure management of help desk staff, providing leadership, training and mentorship.
  • Track significant budget utilization through work plans, spending and procurement plans in line with IRC policies and practices.
  • Contribute to development of activity/internal and donor reports on grant activities, indicators and achievements.

Partnerships and Coordination

  • Represent IRC in relevant protection related meetings at the field.
  • Foster linkages with service providers for the referral of clients.
  • Liaise directly with communities, local institutions and local partners on protection issues to ensure coordination and effective implementation of activities.

Qualifications

  • University degree in law, international relations, political/social sciences, development studies, community development or related field.

Work Experience

  • At least two years of work experience with a Non-Governmental Organization (NGO) on refugee rights, human rights, peace building and/or governance.
  • Experience working with forced migrants (refugees, IDPs), vulnerable communities, conducting outreaches/awareness, referrals, assessments.
  • Knowledge of protection principles, norms and practices.
  • Basic computer skills (Ms Office – word, excel, power point), report writing, training, community engagement, program monitoring.
  • Ability to communicate well in spoken and written English and Kiswahili.
