The position will be based at the Bulawayo Field Office reporting directly to the Head of Programme at the Field Office. The job holders will be expected to demonstrate responsibility, creativity and initiative to respond independently to various queries with minimal guidance. The job incumbent will be required to use judgment in dealing with unforeseen operational problems on a daily basis. The job holder will also be expected to manage resources and coach and coordinate support staff.

JOB PURPOSE

At this level, job holders would be responsible for technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines and practices. The incumbent will handle a wide range of specialized programme or policy support activities and involved in analytical work independently handle. The job holder should demonstrate initiative in the identification and resolution of a wide range of issues and effectively handle unforeseen situations. The VAM/M&E Assistant should act as technical focal points in the area of vulnerability assessment and analysis as well as monitoring and evaluation of support staff within an area of responsibility. The purpose of this job profile is to provide effective coordination and specialized support to a full range of policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)
  • Under the direct supervision of the Head of Programme and the overall supervision of the Head of Field Office, the incumbent will undertake the following responsibilities:
  • Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines. 
  • Monitor the food security situation in areas under the jurisdiction of the Field Office, and support the development of systems and tools for the monitoring and assessment of food assistance needs;
  • Liaise with partners, government and other food security forums and provide regular updates of the food security situation in the coverage area;
  • Support the development of food security and vulnerability analysis and the preparation of timely monitoring, assessments and reporting.
  • Liaise with implementing partners to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery;
  • Provide support to relevant partners that are focusing on food security and nutrition issues to enable sharing of experience, lessons learned and best practice;
  • Support the capacity building of WFP programme staff, partners and national local government institutions to conduct vulnerability analysis.

STANDARD MINIMUM QUALIFICATIONS
  1. Completion of a post-secondary qualification in the related functional area.  A degree in in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field will be a distinct advantage.
  2. Knowledge of food security and livelihood assessment conceptual frameworks.
  3.  At least six years of progressively responsible experience, of which at least one year closely related to VAM/M&E, programme and nutrition functions.
  4. Has worked with technical teams (i.e. VAM, M&E, Nutrition etc.). Has contributed to implementation of programmes. Has observed or assisted with policy discussions.
  5. Must have training and/or experience utilizing computers including word processing, spreadsheet and other software packages. 
  6. Competency in communication and reporting in English and Ndebele and or  Shona languages
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Ability to implement new methods or tools to improve team’s work processes and productivity.

Experience in utilising computers, including word processing, spreadsheet and other standard software packages and systems.

Has experience working in data management systems 

Has experience working in both emergency and development context.
