OVERVIEW OF THE FUNCTIONS OF THE POST

Working under the authority of the Chief of Section for Media Development and Media and Information Literacy, the consultant shall:

a) Assist in the execution and coordination of the project. Liaise with field officers to follow-up the implementation of the project.
1. Prepare the related budget breakdowns and allocations.
2. Lead at least 4 UNESCO field offices to carry out activities regarding community radio and violence against girls and women (VAGW).
3. Track the progress towards the attainment of expected results in community media and media and information literacy (MIL), and compliance with the countries' calendar of activities. Keep implementation rates high every month. Help raise obligations, control expenses and ensure timely liquidation of obligations.
4. Carry out activities that reinforce Member States practices or policies regarding community media.
5. Orient field offices in the conception of the 2020-2021 workplans per country, on community media and MIL, as per the project document and previous workplans. Submit final versions.

b) Prepare the annual report for the donor.
1. Develop the reporting template in accordance with the corresponding progress report template.
2. Draft and submit the project's Annual Narrative Report under Expected Result 2 of the related Multi-donor Special Account. Scrutinize submissions of progress reports from field offices for both MIL and community media axes, edit the content, summarize the project's achievements in all countries, mainly providing data, specific country examples, and tables, and additionally narrative content/information.
3. Prepare documents and presentations for the review meetings with the donor.

c) Develop and coordinate public visibility activities, materials and high-impact stories. Liaise with contractors for the production of videos, promotional materials, exhibits, etc. Follow up contracting process, payments, review deliverables, ensure high quality productions.
1. Coordinate the production of at least 4 video clips showing the project life-changing impact on the poor and the radio impact on preventing violence against women, portraying these activities of UNESCO's field offices with Sida funds.
2. Produce other innovative communication material, in English and French, for public dissemination.
3. Liaise with field officers to gather relevant data and continuously add content to the related webpages. Develop 5 human interest stories related to the project beneficiaries, resulting from UNESCO's capacity-building of duty-bearers -with best online practices and accessibility standards. Format and edit material received from Field Offices. Include pictures, comments from workshop participants, video or audio clips. Make introduction / summary texts and translate them into French or English. Maintain webpages on the project and regularly publish news items. Conceive a social media strategy and put in place.

d) Coordinate the 2021 external and independent evaluation
1. Draft the Terms of Reference for external evaluations and ensure launch of the formal process of solicitation of proposals. Liaise with UNESCO specialized services, review and comment proposals.
2. Check evaluator's references and previous work, prepare the short list of evaluators, justify order by selection criteria and prepare the documentation for contracting the evaluator.

e) Carry out any other task delegated to her/him by Chief CI/MID.

REQUIRED QUALIFICATIONS

Education

Advanced University Degree (Master’s or higher) in management, public administration, business strategy or related fields.

 

Experience

At least 8 years’ experience on record in developing the strategy and coordinating the implementation of projects held at international level, in particular at the UN or another intergovernmental organization;

Minimum 8 years’ proven record in organizing international events, international meetings of a representative character, capacity-building activities and advocacy campaigns held at international level;

Experience of fund-raising, donor mapping, resource mobilization strategies and establishing contacts and joint projects with representatives of bilateral agencies, foundations, public and private sectors;

Experience of developing and writing creative project material that argue a case, provide public information and offer guidance to colleagues for achieving impact.

 

Languages

Excellent knowledge of written and spoken English or French, and good knowledge of the other language. Fluency in a third United Nations language (Arabic, Chinese, Russian and/or Spanish) would be an asset.

SKILLS

* Good communications skills, including the drafting of web articles, social media material and formal letters;

* Basic-level graphic design, multimedia production or similar communications skills, including use of Adobe Photoshop, Final Cut Pro, Fireworks, Illustrator, InDesign and/or other software, and ability to manage web and social media content;

* Capacity to manage a heavy and varied workload effectively, under time restraint and pressure, including managing competing demands, maintaining high levels of accuracy, and ensuring excellent coordination of activities across diverse units and countries;

* Maturity and ability to solve problems.
