Overview of position
UNFPA is working with its partners and local authorities to ensure the availability of reliable data, in order to understand the needs, the coping mechanisms, identify locations under particular strain, and to ascertain appropriate responses to challenges faced.
Under the overall guidance of the CO Representative/ Program coordinator and direct supervision of the Program Coordinator, the identified PD (Population and Data) advisor is responsible for providing technical support to UNFPA Libya office in Data collection operations (surveys and census) and data analysis including the design, update and analysis of population data, demographic projections and the Civil Registration/ Vital statistic system.

 
Role objectives
Scope of Work

The identified PD (Population and Data) advisor is responsible for providing technical support to UNFPA Libya office in Data collection operations (surveys and census) and data analysis including the design, update and analysis of population data, demographic projections and the Civil Registration/ Vital statistic system.

Description of Responsibilities
 
  • The PD advisor works closely with UNFPA and the partners to ensure provision of coordinated and updated quality data.
  • The PD advisor will be in particular responsible of the following:
- Provide technical assistance for UNFPA and the humanitarian team in Libya for the preparation of the Common Operational Dataset for Population Statistics (COD-PS).
- Extend technical support to the Bureau of Statistics and Census for the design and implementation of a demographic survey working jointly with ASRO and HQ PD units.
- Extend technical support to the Bureau of Statistics and Census to expand the geo-referenced population data for at least six municipalities.
- Provide support to the BSC and NCDC to conduct an in-depth analysis of the different population surveys conducted since 2007 in Libya.
- Analyse and interprets the political, social and economic environment relevant to population and development and identifies opportunities for UNFPA assistance and intervention.);

Work Relations:
Internal partners include the Libya programme teams, other staff in the Country Office.
External partners include Bureau of Statistics and Census (BSC) and other agencies including UNHCR, OCHA, UNICEF, WHO, WFP and IOM.

Key competencies Qualifications

Education : Completion of University education with a degree in information technology, statistics or any related area.

Experience : At least 07 years of relevant work experience in data and statistics.

Language: Fluency in written and spoken English and Arabic
Computer Skills: Desirable experience with relevant software such as ArcGIS, Mapinfo, SPSS, EpiInfo6, SQL Server.
Proven skills to analyze statistical information
Skills and Competencies
Knowledge of the UN system and the humanitarian community.
Advanced Excel skills (e.g. pivot tables, functions, etc.).
Ability to formulate Information Management-related technical requirements and operating Procedures.
Experience with handling confidential data and demonstrated understanding of different data collection methodologies.
Familiarity with UN procedures and working methods is an asset.
Knowledge of Atlas/PeopleSoft or other ERP application is an asset.
Working experience with an international organization is an asset.
