About the job

The Community Engagement Assistant is responsible for the implementation of all aspects of the Community Engagement program in Anbar, which delivers activities focused on outreaching beneficiaries and monitoring the delivery of services as well as advocacy aspects through gather and store all the facts, numbers and evidence that related to the situation. This includes, but is not limited to, ensuring; planning and implementation of project activities, timely and good skills of reporting narratively and financially.

DRC’s Community Engagement programming in Anbar is focusing on areas of returns and engaging the community in accessing humanitarian assistance as well as support in making referrals to service providers and advocate for the governmental service provision. Your main duties and responsibilities will be:

Program responsibilities

  • Under the line management of the Base Manager, to ensure delivering all needed support to gain the quality of the work/tasks assigned.
  • Obey DRC code of conduct, terms of employment and the donor requirements and regulations.
  • Formalization of the area-based approach by establishing a unified Focal Points/committee in area of returns/DRC intervention serving all DRC sectors and conduct regular meetings identifying the need as well as to discuss the best approach to address it.
  • Engage with all stakeholders and ensure the team is up to date with other partners’ plans/interventions to make effective referrals.
  • Outreach the community clarifying the service mapping of each area as well as DRC intervention.
  • In liaise with the protection PM and community engagement officer, the community engagement assistant advocate for sufficient Governmental services in the area of operations throughout regular coordination mechanisms with the Government directorates.
  • Internally, ensure efficient coordination with different DRC sectors, particularly between the Community Engagement, Economic Recovery, and Camp Management teams
  • Ensure regular contact with the community members, focal points and collect area-specific information/updates from different stakeholders.
  • Lead weekly supervisory meetings with the team to address any issues and set team plans
  • Assist in identifying needs, service gaps and duplications
  • Facilitating meetings with various stakeholders, including national authorities, including translation and minute taking of meetings
  • Ensure services are delivered to newly returned families specifically through Go and See project or through mobile visits to areas of return flagging/referring the need to the respective Clusters.
  •  Coordinate with the local authorities, stakeholders and other customary leaders in order to facilitate the access of DRC respective staff to deliver the needed assistance.
  • Conduct information sessions, record feedback (comments, suggestions) and report results back to the community engagement officer on issues of concern with recommended areas of intervention.
  • Conduct regular field participatory protection monitoring and assessments, using as much as possible an age, gender and diversity approach, in order to fully understand protection concerns and priorities. Assess the resources available to the targeted displaced community to increase their own safety and protection.

Administration & reporting

  • Prepare attendance sheets and documentation for every activity and ensure documents are filled properly according to DRC and donor regulations
  • Assist in drafting required weekly and monthly reports
  • Maintain and keep updated data of key information/indicators for each area that is targeted for DRC activities
  • Responsible for setting up procurement plans
  • The focal point for following up on procurements and financial payments
  • Any other duties as assigned by line manager.

 

About you

To be successful in this role we expect you have the following:

Essential experience/attributes:

  • Minimum 1 year of experience in international and/or local NGO; ideally involved in the direct implementation of field level humanitarian assistance to refugees or IDPs.
  • Proven leadership skills and experience in creating, establishing and negotiating relationships and building alliances and networks with various stakeholders at community and local and national levels.
  • Strong understanding of humanitarian issues, especially related to Iraq displacement and returns.
  • Ability to write reports and situational briefings in English (preferable).
  • Competence using informatics programs, especially Excel spreadsheets.

Preferred attributes

  • Advanced university degree is an asset.        
  • Experience in training and capacity building of staff.
  • Commitment to humanitarian principles and values.
  • Understanding of gender, protection and human rights.
  • Extensive knowledge of the Iraqi internal displacement.
