II. Organizational Context and Scope

In Afghanistan, IOM is the leading UN agency providing humanitarian post-arrival assistance to vulnerable undocumented Afghan returnees under its Cross-Border Return and Reintegration programme at all four major border crossing points with Pakistan- Torkham and Spin Boldak- and Iran- Islam Qala and Milak- through IOM’s network of Reception and Transit Centers. Assistance includes NFIs, food, cash for transportation, basic health screening, and accommodation and referral services for vulnerable persons. 

IOM has been present on the Spin Boldak-Chaman border since 2016. Annually, tens of thousands of undocumented Afghans return to Afghanistan from Pakistan through the Spin Boldak border crossing in Kandahar province. 

Under the overall supervision of the Cross Border Return & Reintegration (CBRR) Programme Manager in Kabul and direct supervision of the Head of Sub-Office in Kandahar, the selected candidate will lead on daily operational management, coordination and programme implementation of IOM’s ongoing cross border return response for undocumented Afghan returnees in Kandahar province.

III. Responsibilities and Accountabilities
 
  • Lead on the daily provision of post-arrival humanitarian assistance to vulnerable undocumented Afghans returning through the Spin Boldak Border and IOM Transit Center in Kandahar city which includes physical distribution of materials, registration of returnees referred from DoRR as IOM beneficiaries, recording of relevant statistic information and assurance of quality of items provided to IOM by local service providers in coordination with the IOM Head of Sub-Office;
  • Maintain and update all projects records and files on a daily, weekly and monthly basis with provision of information as requested by central office in Kabul towards weekly situation reports, donor reporting and related materials;
  • At the direction of the Programme Manager and the Head of Sub-Office, liaise with the relevant Afghan government departments and other humanitarian stakeholders working in Kandahar (Kandahar city and Spin Boldak) on the coordination of assistance and working arrangements in the border area, particularly the Directorate of Refugees and Repatriation (DoRR), UNHCR, NRC, DRC, AADA, The Afghan Independent Human Rights Commission, Health Net TPO, UNICEF/HRDA, WFP, UNFPA, OCHA and others;
  • Ensure coordination with other IOM programme units operating in Kandahar province including protection, DTM, RADA and the Humanitarian Assistance Programme;
  • Provide assistance and support to the Technical Capacity Building on Information Management project to the Ministry of Refugees and Repatriation in coordination with the Project Assistant based in Kandahar as requested;
  • Assist in administrative tasks as required such as organizing the Beneficiary Selection Assessment Forms, statistics and meeting minutes as resources towards periodic reporting;
  • Lead on facilitating and receiving monitoring, evaluation, media, training and research missions and visits of IOM, current and potential donors, the Government of Afghanistan and other stakeholders;
  • Monitor and supervise the attendance and performance of the staff of DoRR to ensure that eligible returnees are registered, selected and referred for post-arrival humanitarian and transportation assistance;
  • Perform any other duties as assigned;
