Overview of position
II. Organizational Context and Scope

Under the overall supervision of protection Programme Manager, and under the direct supervision of Project Assistant and Head of Sub-Office in Nimroz, the successful candidate will be responsible for family tracing for Unaccompanied Migrant Children (UMCs) and Single Female (SF) returnees inside and outside of the country, making arrangement of travel, escorting and re-unifying UMCs with their families, conduct phone follow up interviews with the minors parents or relatives in order to make sure their stay with their families (safe and dignity), refer of assessed cases to the relevant organization for long term support

III. Responsibilities and Accountabilities
 
  • Assess Protection needs to identify risks and vulnerabilities including those related to gender and age.
  • Develop initiatives to reduce these risks, involving and building up on assets within the affected population and strengthening the capacity of UMCs’s migrant’s families to protect themselves.
  • In coordination with other relevant actors, advocate for humanitarian access and /or intervene within authorities in case of violation of UMCs returnee human right.
  • Identify potential partnership to implement protection strategies and programs like psychosocial support, peer support, alternatives to institutional care for separated children.
    • Liaise with other agencies/NGOs/government bodies and UN agencies to ensure coordination, implementation of common standards in the field and consideration of protection issues in assistance program.
    • After receiving the minors in the transit center, start the process of family tracing of the unaccompanied minors, in order to find their families within Afghanistan.
    • Once the families of the minors successfully traced, list the minors by region and neighboring provinces, so that family reunification can be done easily and efficiently. 
    • Before each travel, prepare the travel plan which includes manifest with contact numbers and places of final destination and prior orientation to the minors over the process of escort or family re-unification.  
    • Once the minor escorted to the intended province of final destination, then the assigned Social Worker should both accompany the minors to their family’s home along with a representative from either Directorate or Refugees & Repatriation (DoRR) or Directorate of Labour Social Affairs Martyrs & Disabled (DoLSAMD) and obtain reunification certificate. 
    • During the journey from Herat to the planned destination, the social worker should maintain clear invoice/s approving the expenditures like food cost and transportation cost of the minor.
    • Keep regular contact with CBRR program assistant during the journey and inform the program assistant of anything which requires his/her attention.
    • After one or two weeks of the minor’s re-unification, then the assigned social worker should start the process of Post-Return Monitoring, through three phases of interview, First Phone Interview, Home Visit and final Phone Close up Interview.
    • Perform other duties assigned by the supervisor.

Technical

• Basic information on the migration issues within Afghanistan and the reasons why people migrate.
• Basic Knowledge of what IOM is doing in Afghanistan for migration and specifically for the undocumented Afghan returnees.
• Sufficient Knowledge of the Child rights and child protection and Gender Based Violence (GBV)
• Knowledge of using data collection through KOBO
