Overview of position
Organizational Setting:
The United Nations Human Settlements Programme (UN-Habitat), is the UN agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable town and cities with the goal of providing adequate shelter for all. This post is located in the UN Habitat Regional Office for Asia and Pacific (ROAP) at the Kabul duty station.

The United Nations Human Settlements Programme, UN-Habitat, has been working within Afghanistan since 1992 with funding support of USAID, Japanese and Australian Governments, EU, DFID, CIDA, Swiss Agency for Development and Cooperation (SDC), Kingdom of the Netherlands and several bilateral donors as well as the World Bank.  During this period, its Programme expanded to include a wide range of human settlements initiatives, from small-scale neighbourhood level improvement schemes to community empowerment.

UN-HABITAT rolls out a Municipal Governance Support Programme (MGSP), funded by EU in nine cities: Kabul (the capital); Herat, Jalalabad, Kandahar, and Mazar-e-Sharif (Grade A cities); and Farah (Grade B); and Bamyan and Nili[1] (smaller but fast-growing and strategic cities). The Programme will support these eight municipal authorities to survey and register allproperties within municipal boundaries (for Kabul: one districts/Nahia). This will improve land management (e.g. increase tenure security and reduce land grabbing) as well as significantly expand the potential tax base for municipalities. To facilitate the strategic and sustainable use of local revenues, the Programme will support municipalities to undertake strategic urban planning at municipal level to promote Local Economic Development (LED), stimulate investment and expand inclusive service delivery. The process will be driven by local stakeholders and focus on linking urban planning with finance (public and private investments) to ensure plans are realistic and actually implemented. As Afghanistan is rapidly urbanizing, such strategic planning is an essential tool for managing urban growth and expanding access to services in already crowded and largely-informal cities.
The Programme will also improve the enabling environment for municipal governance by providing technical support to central government-level authorities, including the General Directorate of Municipal Affairs (GDMA), the Afghan Land Authority (ARAZI), and Ministry of Urban Development Affairs (MUDA), to improve national policies, legislation and guidelines. 

 
 
 
Role objectives
Responsibilities:
Conflict resolution:
  • Supports PIU manager with preparation of provincial action plan in line with overall CFA and PRUIS action plans,
  • Supports and Leads the provincial conflict resolution officers for implementation of the approved action plan, 
  • Provides on time consultation for better implementation of the conflict resolution cases, 
  • Prepares the training material for the training workshops, including training material for training of Cadastral Territorial Unit Committee,
  • Manages training workshops for the related staff of the OC provincial offices and prepares the workshop reports, 
  • Travels to provinces for monitoring and evaluation of the conflict resolution activities,
  • Coordinates with provincial CFA Team Leader for transfer of registered conflict resolution cases to OC provincial office for process, 
  • Monitors documentation and filling system of each conflict resolution units
  • Makes database of land disputes resolution at the national level and trains the provincial conflict resolution officers to make their provincial database.
  • Keeps regular communication to all provincial conflict resolution officers on regular bases, 
  • Receiving monthly reports from provinces and compiling of the reports om monthly bases
  • Managing lessons learned workshop for sharing of experiences and improvement of the prepared Conflict resolution manual

Land Transfer (from Seller to buyer)
  • Formation of a separate section at the Provincial ARAZI Directorate for property transfer from seller to buyer,
  • Design of manual including related forms for transfer of property and updating of data and getting approval of ARAZI and finalize it,
  • Coordinate with PRUIS directorate to nominating government Teshkeel staff for the property transfer section in each city where registration of urban informal settlements activities is ongoing
  • Training of the related staff in each of the cities regarding property transfer process
  • Travelling to the cities for training and monitoring of the documentation and filling system
  • Collecting of progress report from each of the cities and compiling of the report
  • Makes database of property transfer at the national level and trains the provincial conflict resolution officers to make their provincial database. 
  • Any other tasks as per requirements and delegation of line managers.
