1.      Organizational Context

  

a.  Organizational Setting

 

This post is located in the Information and Communication Technology Department (ICTD) of the Administration and Management Sector.

The ICT Department is responsible for the transformation of the Organization's information and communication technology systems and structures, with a focus on service excellence, quality, efficiency and integration. The Department is in charge of Enterprise Architecture, ICT Program Management, and Infrastructure Management including the ongoing adoption of cloud technologies.

 

b.  Purpose Statement

 

The incumbent is responsible for the provision of support and guidance on program and project management processes, procedures and tools and on the application of standard program and project management practices across the Organization. The incumbent will also be responsible for IT vendor and contract management activities.

 

c.  Reporting Lines

 

The incumbent reports to the Senior ICT Portfolio Management Officer.

  

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

a.   Develop and maintain a more comprehensive project management framework including but not limited to program and project management standards, policies and procedures, templates, and related tools based upon best practices and frameworks, in particular PRINCE2. Advise, coach and support program/project managers and boards in adopting and implementing these practices and tools.

    

b.   Disseminate information through project management communication channels, such as the wiki space or the Electronic Content Management system for project documents and their controls; organize regular project coordination meetings and act as an advocate and contributor to Departmental outreach activities.

  

c.   Review, assess and provide technical inputs to ICT program/project documents. Conduct program/project health checks, and benefit reviews on selected set of closed projects.

   

d.   Contribute to the definition and establishing an elastic project management pipeline service. monitor, and manage the project pipeline ensuring that information and in particular risks and issues (costs, resources, inter-dependencies, impact on the business activities and/or expected benefits) are communicated and addressed properly and in a timely manner.

  

e.   Provide advice on the introduction of project portfolio management and value management, and maintain these management frameworks. As needed, customize these practices to the capabilities and needs of the Organization.

   

f.    Perform Project Management and Quality Assurance activities on products/services as needed.

   

g.   Perform other tasks as needed.

    

3.      Requirements

   

Education (Essential)

 

First level university degree in information technology, computer science or related discipline.
Certification on internationally recognized project management methodologies, such as PRINCE2 or PMP.

Education (Desirable)

University degree or certification in Business Administration.
Certification in internationally recognized Program Management methodologies, such as MSP.
Certification in IT Service Management such as ITIL.
Training or ideally certification in Business Analysis such as BABOK.

Experience (Essential)

At least six years of IT Project Management experience including in promoting and implementing project management methodology. An advanced university degree in one of the aforementioned disciplines may be accepted in lieu of two years of experience.
Experience working with ERP based administrative systems.

Experience (Desirable)

Working experience with a Project Management Office.
Proven experience and sound understanding of industry best practices, such as portfolio and program management, and value management, for managing and governing ICT investments.

Language (Essential)

Excellent knowledge of written and spoken English.

Language (Desirable)

Knowledge of other official UN languages.

Good knowledge of IT software and hardware products.
Ability to communicate effectively both orally and in writing.

Annual salary\:

 

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the March 2020 rate of 78.2%.

Temporary appointments are renewable, subject to continuing needs, availability of budget and satisfactory performance with a maximum cumulative length of two years.
