IRC Germany was established in 2016 in order to further enhance the profile of the German humanitarian and development sector and to provide further opportunities for advocacy on behalf of the people we serve. Since its establishment, IRC-DE has grown rapidly and has representations in Bonn and Berlin. It is working with major German statutory donors, like the German Federal Foreign Office, KfW, and GIZ. IRC-DE is also cooperating with German civil society organizations. The IRC in Europe also has offices in Brussels, Geneva, and London, and a sister organization in The Hague.

The Program Manager (m/f/d) will be responsible for the overall management of a 36-month ECHO-funded grant titled Protective and Adaptive Education Approaches for Children in Emergencies (PEACE). The program will take an integrated education and child protection approach to support school-aged children in Nigeria, Niger and Cameroon, most affected by humanitarian crises, access educational opportunities and improve their academic and social-emotional skills in safe, functional schools and learning spaces.

Key Accountabilities

• Hold overall responsibility for high-quality design and implementation of all aspects of the program, based on actual needs and response analysis
• Provide strategic guidance and ensure technically sound decision-making processes
• Serve as main point of contact for the donor and maintain regular communication
• Represent IRC in all relevant fora
• Ensure compliance with IRC and donor rules and regulations.
• Ensure timely startup and implementation of the program in collaboration with country program staff, partner(s) and relevant departments.
• Ensure regular and on time monitoring, including in-country M&E
• Produce and consolidate high quality reports within agreed reporting schedules and ensure monthly reporting on all program management aspects
• Supervise a Finance Manager based in Germany
• Responsible for the delegated budget holding function on the programmatic aspects of the program. Process necessary budget realignments and grant amendments/modifications
• Ensure that MEAL tools are systematically implemented and used by project staff and partners
• Ensure that cross-cutting themes such as client responsiveness, gender and best use of resources (BUR) are effectively integrated throughout implementation
• Document program learning, and incorporate analysis and lessons learned into new strategies/activities.
• Document decision making, in particular around key adaptations, innovations, and new urgent responses.

Requirements

• University degree in International Development, Sociology or comparable qualification
• Extensive working experience with a humanitarian and development NGO or multilateral agency
• International field experience, especially in the region, preferred
• Program and/or grants management experience with European Union/ECHO required, and experience with other key donors, such as USAID, DFID, UN agencies, and others desired
• Experience managing for donor compliance, proposal writing, budgeting, and representing implementers to donors
• Proven ability to lead and develop teams, including staff working at a distance
• Ability to manage multiple work streams and to coordinate across teams/functions
• Excellent relationship-management skills with colleagues in the field and HQ, senior stakeholders, and donors
• Ability to drive adaptive thinking and management
• Ability and willingness to travel internationally approximately 40% of the time
• English and French fluency required

The employment contract will initially be limited to one year with an expected extension for another two years in line with the total duration of the grant.

Preferred location for this role is Bonn. However, under exceptional circumstances, applicants based in Berlin may be considered.
