IRC Germany was established in 2016 in order to further enhance the profile of the German humanitarian and development sector and to provide further opportunities for advocacy on behalf of the people we serve. IRC-DE is also cooperating with German civil society organizations. The IRC in Europe also has offices in Brussels, Geneva, and London, and a sister organization in The Hague.

The Finance Manager (m/f/d) will be responsible for the financial management of a 36-month ECHO-funded grant titled Protective and Adaptive Education Approaches for Children in Emergencies (PEACE). The program will take an integrated education and child protection approach to support school-aged children in Nigeria, Niger and Cameroon, most affected by humanitarian crises, access educational opportunities and improve their academic and social-emotional skills in safe, functional schools and learning spaces.

Key Accountabilities

• Establishes project’s finance and supporting function systems and procedures, and directs or performs their development, documentation, and implementation.
• Manages project finance activities and ensures financial reporting requirements and deadlines are met
• Prepares quarterly accrual reports, expenditure reporting, and burn rate projections.
• Consolidates reports for the three countries and Central budget
• Monitors and allocates expenditures incurred by project staff based in Germany, to ensure capture in accounting systems. Approve/facilitate approval of PRFs (payment request forms ) and TERs (travel expense forms) of project staff based in Germany
• Provides program management with monthly actual-to-budget expenditure reports and analysis for project funds.
• Ensures balance sheet reconciliations are completed monthly and on a timely basis.
• Closely monitors all financial activities.
• Directs the preparation and approval of all project financial reports in respect to accounting, legal and contractual requirements.
• Maintains current knowledge of local government requirements related to financial matters and ensures compliance with tax regulations and other legal requirements.
• Develops and implements a training program for the project’s finance staff based in-country.
• In compliance with IRC policy, establishes policies regarding cash holding limits, cash movements and foreign currency holdings.
• Oversees the timely preparation, review and approval of all monthly bank account and cash reconciliations.
• Designs, implements, and monitors systems and reporting necessary to maintain accurate forecasts of cash requirements for future spending.
• Assists with the preparation and revision of annual project budgets.
• Prepares the annual and monthly cash budgets based on approved funding.

Requirements

• A university degree in Accounting, Business Administration, Commerce or Finance with a recognized professional certificate in accounting or a comparable qualification.
• Several years’ experience in a similar role in an INGO.
• Experience with budgeting and financial reporting requirements on multimillion-Euro ECHO projects.
• Strong knowledge of accounting practices, financial reporting standards, financial management processes and procedures.
• Familiarity with ECHO rules and regulations
• Extensive experience in working with computerized accounting systems, standard spreadsheet and database programs (ERP Systems).
• Good written and verbal English skills; French language skills are an asset
• Excellent relationship-management skills with colleagues in the field and HQ

The employment contract will initially be limited to one year with an expected extension for another two years in line with the total duration of the grant.

Preferred location for this role is Bonn. However, under exceptional circumstances, applicants based in Berlin may be considered.
