The WPE Response Officer (RO) oversees, coordinates and monitors case management and psychosocial services, and ensures women and girls who are survivors of gender based violence (GBV) receive quality services that are needed and desired in various districts of Karamoja. The RO is also responsible for training and indirectly supervising the CBO partner social workers, coordinating with partners and CDOs in the districts and for ensuring proper utilization of the referral pathway. The RO will ensure that all CBO direct service staff employ a survivor-centered approach to ensure that the clients’ wishes are respected and their safety and confidentiality are preserved at all times through the case management process.

Duties and Responsibilities

Technical

  • Implementation of the UNFPA project in Karamoja region ensuring that stated goals and objectives are met and that programmes are appropriately monitored and evaluated.
  • Reinforce adherence to the GBV guiding principles throughout all WPE activities.
  • Ensure that engagement with women, girls and the wider community adheres to best-practice principles when working with survivors of GBV.

Grant Planning and Implementation

  • In collaboration with the CBO partner and CDOs oversee, coordinate and monitor Response activities in the districts.
  • Monitor field work and support CBO partner staff to implement timely, survivor-centered and age-appropriate case management services and psychosocial support to all clients reached by the CBO partner team ensuring strict adherence to the GBV guiding principles.
  • Work with the CDOs to ensure the referral pathway is established and updated to coordinate the provision of case management services to survivors of GBV,
  • Work with the district CDOs to establish and enhance safe spaces in the respective districts and build their capacity to manage the spaces,
  • Plan, organize and conduct capacity building trainings for the CBO partner and CDOs on case management, 
  • Lead case review meetings with CBO partner and case conferencing meetings on needs basis to troubleshoot more complex cases and ensure best support for the client.
  • Support the CBO partner to set up safe and confidential filing and maintain client files, ensuring all required documentation in individual case files is completed in a timely manner and according to confidentiality guidelines, GBV guiding principles and IRC standards.
  • Perform document review for completeness, accuracy, and clarity of documentation during regular monitoring.
  • Ensure the CBO partner is actively contributing data to the National GBV Information Management System (NGBVIMS) and activity M&E tools and systems, ensuring strict adherence to confidentiality and GBV best practice principles.
  • Coordinate with Sub county CDOs and CBO partner to analyze the information about GBV incidents and clients accessing the services, and make recommendations to improve service delivery.
  • Participate and represent WPE program in relevant coordination meetings.
  • Provide continuous feedback to the Senior WPE Manager on any challenges in the work implementation to be addressed directly with corrective steps/measures if needed.
  • Support to develop, reprint and distribute adolescent friendly IEC materials on behavioural change and awareness aspects.
  • Support to plan and mobilize communities to participate in community mass awareness events like women’s day, Girl Child day, 16 days of activism, etc.
  • Ensure compliance with IRC policies and protocols of confidentiality, respect and safety.

Monitoring and Documentation

  • Document all activities: Meetings, Trainings, Events, Field monitoring e. t. c. using appropriate reporting tools in the sector as required and ensure that all documents/data collected is properly and safely filed and stored.
  • Submit weekly and monthly progress reports against set work plans using agreed reporting tools to the Program Manager.

Coordination and Representation

  • Develop and maintain effective working relationships with all stakeholders at the sub county including community leaders, NGOs, UN agencies, Community Based Organizations and other IRC sectors to enhance multi-agency and sectoral cooperation and coordination.
  • Ensure that the sub county leadership are briefed and consulted in the development of Women’s Protection and Empowerment programs and as much as possible are involved in the implementation, monitoring and supervision of activities.
  • Participate actively in all sub county monthly protection meetings in all areas of operations to keep the sub county leadership informed and updated of activity implementation and progress.
  • Participate actively in the district monthly protection meetings when requested.

Internal:Close coordination with IRC Protection, M&E, Finance, HR, Operations 

External:Close collaboration with donors, local actors (local NGOs, UN agencies, government) and service providers’ part of the survivors of sexual and gender-based violence (SGBV) referral system.
