Organizational Setting

The Parties of the United Nations Framework Convention on Climate Change (UNFCCC) have agreed that countries should collectively aim to slow, halt and reverse forest cover and forest carbon loss. Reducing emissions from deforestation and forest degradation, the sustainable management of forests, and the conservation and enhancement of carbon stocks (REDD ) incentivizes developing countries to reduce emissions from forestlands, restore forests and invest in low-carbon pathways to sustainable development. A number of countries have reached advanced stages in their REDD readiness efforts (phase I). An increasing number of countries are moving into REDD implementation (phase II), achieving concrete results in emission reductions and accessing result-based payments (phase III).

In this context, FAO supports countries in Africa, Latin America and the Caribbean and Asia and the Pacific to achieve the following outcomes\:

- Design and adopt national contributions to the mitigation of climate change through REDD , including the provision of additional social and environmental benefits, and in conformity with the UNFCCC’s REDD safeguards;

- Implement national contributions to the mitigation of climate change though REDD with the necessary institutional arrangements in place;

- Access REDD Results Based Payments, mobilize finance and re-invest the proceeds to achieve new emission reductions.

With capacity development support and technical expertise from FAO, countries are able to use REDD work as a catalyst to deliver on their Nationally Determined Contributions (NDCs) towards climate change mitigation and adaptation, put forward by each Party to the UNFCCC following the Paris Agreement in 2015.

FAO delivers its support on REDD through the UN-REDD Programme, a partnership of FAO, UNDP and UNEP, and through collaboration with various other initiatives and donors, for example the Central African Forest Initiative (CAFI); Green Climate Fund (GCF); World Bank; and bilateral donors. It works to strengthen collaboration with other initiatives, ensuring positive social and environmental impacts, and to promote climate finance and public-private partnerships to scale up investments on REDD implementation.

Reporting Lines

The work will be held under the overall guidance of the REDD /NFM Cluster Coordinator and the supervision of the REDD Team Leader.

Technical Focus

The consultant will provide technical support to address, include and consider social and environmental safeguards (including REDD Cancun safeguards) in the design of REDD projects (including the GCF REDD results-based payments and Simplified Approval Process, SAP projects).

Tasks and responsibilities

The consultant will\:
  • Support the preparation and revision of REDD safeguards sections for Green Climate Fund project proposals, as well as, relevant Environmental and Social Assessment (ESA), Environmental and Social Management Framework (ESMF) annexes where applicable, in Africa, Asia or Latin America;
  • Support specific country (e.g. Papua New Guinea, Myanmar, Panama) in ensuring feedback loops and synergies between the analysis of social and environmental risks and benefits of proposed REDD actions, national Safeguards Information Systems design and operation and preparation of Safeguards Information summary;
  • Provide technical inputs on the REDD safeguards to the FAO corporate work on enhancement of environmental and social safeguards;
  • Support improvements of safeguards in selected countries as part of eligibility requirements for accessing funds for REDD ;
  • Draft and prepare Info brief on lessons learned on REDD safeguards in RBPs projects;
  • Perform other duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced university degree in social sciences, environmental studies, international affairs or other relevant field
  • 3 years of relevant experience in working with REDD , environmental, social safeguards, governance and natural resource management
  • Working knowledge of English (level C), and limited knowledge of French or Spanish (level B).
