  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required

First-level university degree in social sciences, public/business administration, human rights and standards, management, human resource management or similar related field or in lieu graduate from police or military academy with relevant professional experience

  • Experience in supervising and leading staff in a multicultural organization;

  • Proven experience of working in a demanding and constantly changing operational environment;
  • Previous experience of working in a hazardous environment;
  • Professional fluency in English, both oral and written, and the ability to communicate clearly and concisely;
  • Demonstrated conflict sensitivity, including an ability to apply conflict sensitivity principles into operational tasking and activities;
  • Ability to establish priorities and to plan, organize, co-ordinate and monitor the work of a number of staff in multi-disciplined activities and as appropriate provide advice and guidance to others;
  • Readiness to deploy to various location within Ukraine;
  • Flexibility and ability to work within limited time frames and minimum supervision;
  • Ability to read and utilize maps;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into operational tasks and activities;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and different professional experiences, diverse political views, while maintaining impartiality and objectivity;
  • Professional ability to operate Windows applications, including word processing and e-mail.

Desirable:

  • Possession of a current valid C class (or similar) automobile driving license;

Tasks and Responsibilities

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. Currently, women professionals are underrepresented in Operations. Qualified female candidates are therefore strongly encouraged to apply for this position.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Under the direct supervision of the Team Leader, and overall guidance from the Deputy Head of Operations, as the Monitoring Team (MT) Operations Co-Ordinator you will perform the following duties:

  1. Managing the staff of the MT Operations Cell including all aspects of performance management;
  2. Managing operations of the MT by planning and co-ordinating operations in accordance with the mission mandate, planning documents and procedures, including planning and co-ordination of activities with Hub level operations;
  3. Advising team leadership to manage and mitigate risks and oversee adherence to current security and operating procedures during all activities and provide recommendations for the improvement of performance;
  4. Advising team leadership on the management of operations and available resources to achieve the mission mandate, taking into account security and humanitarian context;
  5. Drafting instructions and reports as requested; 
  6. Overseeing the management of operational records;
  7. Managing after action reviews (AAR) and related activities in the MT;
  8. Managing and co-ordinating tasking including the oversight and implementation of the internal SMM planning cycle in their area of responsibility;
  9. Ensuring that tasks given are tailored to the appropriate level and across units, and that implementation meets the set time lines and appropriate quality standards;
  10. Liaising with relevant internal and external parties to facilitate the fulfilment of the SMM mandate;
  11. As directed by the team leadership, co-ordinating of planning and operations in accordance with procedures;
  12. Monitoring and evaluating all aspects of team activities in co-ordination with other units and Head Office;
  13. Contributing to the MT efforts in implementing the SMM Gender Equality Action Plan deliverables in relation to Operations;
  14. Overseeing the identification of training needs and co-ordinate support for the development and delivery of training to build operational capacity in the MT;
  15. Facilitating the management of critical incidents including Post-Incident Procedure;
  16. Participating in patrols and meetings as required;
  17. Managing dynamic tasking based on situational awareness;
  18. Performing other duties as required.
