OVERVIEW OF POST

The Global Education Monitoring Report (or GEM Report), formerly known as the Education for All Global Monitoring Report (GMR), is an editorially independent, authoritative, and evidence-based annual report that monitors progress in education in the Sustainable Development Goals (SDGs), which have been adopted as part of the 2030 Agenda for Sustainable Development. The Report is funded by a group of governments, multilateral agencies and foundations and published annually by UNESCO to serve the international community. It is widely recognised as an indispensable advocacy and technical tool supporting the achievement of SDG 4, which aims to ensure “inclusive and equitable quality education” and promote “lifelong learning for all” by 2030. With its renewed mandate, established in the Incheon Declaration of the World Education Forum in May 2015, the annual GEM Report series will identify effective education policies and analyse major education related themes. 

 

The 2021 GEM Report, the fifth in this new series, will focus on the role of non-state actors in education. The State has ultimate responsibility for its citizens’ education. However, a wide range of modes of education provision and financing exist today around the world that involve non-state actors. Non-state stakeholders are envisioned as playing a crucial role in the implementation of the 2030 Agenda for Sustainable Development, through providing additional financial resources and accountability to meet education needs. The growing influence of non-state actors in provision and policy direction in the education sector present opportunities and challenges for the sector that need to be unpacked to help achieve SDG 4.

Terms of Reference – Mid-level Data Consultant

DUTIES 

Since 2010, the GEM Report, through its World Inequality Database on Education (WIDE), has been reporting selected key indicators, based on household survey data, disaggregated by individual characteristics and their interactions. In 2019, the GEM Report partnered with the UNESCO Institute for Statistics to harmonize and further develop WIDE based on a development plan.

 

In addition, the GEM Report first developed in 2009 a model to cost the achievement of the key international education targets, which was updated in 2015 in line with the SDG 4 targets. The GEM Report team is seeking to further update this costing model and improve the process for updating and maintaining it.

 

Under the supervision of the GEM Report’s Senior Policy Analyst, the consultant shall carry out a series of activities to support the implementation of the WIDE development plan and the updating of the GEM Report’s costing model for SDG4. In particular, where appropriate, he/she will support:

1. the development of data analysis workflows to integrate additional education indicators, disaggregations, and/or equity indicators into WIDE;
2. the development of data analysis workflows to generate and test completion rate estimates; and
3. the GEM Report’s efforts to develop, deploy, and make publicly available, an interactive model for estimating SDG 4 costing.

1. Work plan based on initial discussions of sequencing and prioritisation of tasks
2. Optimized existing R code for completion rate data analysis workflow 
3. First new data analysis workflow in support of the WIDE development plan 
4. Written commentary on GEM Report/design studio’s proposals for WIDE visualization refresh

Long Description

REQUIREMENTS

A minimum of 5 years of progressively responsible and relevant professional experience in data science is required. Experience working with large-scale household survey data and education indicators; as well as advanced proficiency in either R or Stata is also required. The selected candidate must demonstrate the ability to communicate and document technical information in clear English.

While not required, advanced data visualization techniques and familiarity with SQL are desirable skills.

UNESCO is inviting written proposals from Individuals for the work assignment described in attachment A.

To enable you to prepare a proposal for this assignment, please find attached the following documents:

•  Terms of Reference (see attachment A);
•  Background note (see attachment B) Your written proposal should comprise: 


a) A Technical Proposal consisting of:

•    an up to date curriculum vitae in UNESCO format,
•    an approach and methodology for the assignment, including a work plan in line with the Terms of Reference.

b) The amount to be charged for the assignment, which should be quoted in US dollars or in Euros only for the period 1 June 2020– 30 April 2021 as a monthly fee.

Please include any costs for travel to Paris as a separate budget line.

Your proposal and supporting documents must be in English.

UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the proposals for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in relation to the criteria set forth in the Terms of Reference, UNESCO shall select the proposal that offers the Organization best value for money.
