Background Information - Afghanistan

Afghanistan
UNOPS strategy for Afghanistan is aimed at providing maximum support to the Government and people of Afghanistan though the delivery of projects and services in line with the government’s own priorities. The UNOPS Afghanistan has been established as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the implementation agency. At present, UNOPS AFGHANISTAN is implementing a number of projects in a range of sectors including infrastructure (roads and schools) development, capacity building to various ministries, and environmental protection, among others, on behalf of the Government of Afghanistan and the donor community.


The functional objective of UNOPS Afghanistan is to deliver projects in an efficient and effective manner, to achieve the development outcomes sought by the Government of Afghanistan and the donor community, where capacity building is always considered and encouraged. The aim of UNOPS Afghanistan is to provide implementation services to the Government of Afghanistan, the donor community and partner agencies in the reconstruction and development of the country. In doing so, UNOPS aims to exceed client expectations in the delivery of quality services throughout the country.


In order to ensure sound projects and financial management of bilaterally funded projects in AFOC, and support the development of further projects in the portfolio, UNOPS is seeking qualified candidates for the position of Programme Manager, RSHQ.


Established in 2015, Resolute Support (RS) is a NATO-led, non-combat mission with a mandate to train, advise and assist the Afghan National Defence and Security Forces (ANDSF), who assumed nationwide responsibility for Afghanistan’s security following the conclusion of the previous NATO-led International Security Assistance Force (ISAF) mission.  


The purpose of RSHQ is to help the Afghan security forces and institutions develop the capacity to protect its citizens in a sustainable manner and to manage/improve security enhancements with Kabul city.  The purpose of the UNOPS/RSHQ engagement is to support NATO for both the ANA Trust Fund and Kabul Security Force funding streams; for procurement of goods and services, contract management, maintenance of equipment(s), physical security enhancements, construction projects and construction work packages, as well as coordination and facilitation of RSHQ operations, programs and activities (non-kinetic only).


The UNOPS/RSHQ engagement is a complex and challenging programme which is set to expand significantly during 2020 and beyond.

Functional Responsibilities

Purpose and Scope of Assignment

Under the direct supervision of the International Communications Senior Officer, and as a sub-set to the AFOC Programmes Unit, the Communications Officer will be responsible for achieving the following under the RSHQ program:

●      Coordination of RSHQ program and project reporting and ensure the timely drafting and development of precise, concise and high quality reports, and the submission and circulation of said reports internally and/or externally, as required.

●      In consultation with the International Communications Senior Officer, ensure effective monitoring of RSHQ project activities, in line with logical frameworks, for use for objective and effective reporting to the RSHQ Program Manager and all stakeholders as required.

●      Provide quality assurance, including data verification, on all reports and information products produced by the RSHQ project teams by editing and consolidating reports for external distribution.

●      Coordinate with RSHQ Project Managers and local counterparts to obtain information on new developments as they arise.

●      Liaise with the AFOC Programmes Office regarding dissemination of reports and the accuracy of information included in visibility materials and publications.

●      Prepare ad-hoc reports and briefing notes as required.

●      Provide oversight and analysis of RSHQ project delivery data from a reporting perspective.

●      Ensure development of an updated Databases, GIS databases and archives.

●      Ensure the successful implementation of the standard working procedures for IT and information management to include the development of processes, guidelines and manuals.

●      Provide technical input to information exchange methodology.

●      Ensure timely and accurate support to the RSHQ Program Manager, stakeholders and implementing partners using information management assets available.

Coordination

●      Develop and facilitate a Project Database that ensures service delivery driven by the Concept of Operations and strategic priorities.

●      Develop and facilitate the foundation and maintenance of information management mechanisms to support the RSHQ Program and Projects, eliminate duplication of service delivery, and provides a centralized information management system structure to enhance program delivery.

●      Support RSHQ Project Managers in oversight of Contractors’ personnel.

●      Coordinate information management tasks and ensure timelines are met.

●      Act as the Information Management focal point for the RSHQ program.

Information management and reporting

●      Ensure the maintenance, servicing and development of the RSHQ Projects Databases and tools, and GIS databases, and associated reporting mechanisms and tools.

●      Ensure quality assurance checks on reported data before, during and after data entry.

●      Oversee the preparation and printing of informative maps with RSHQ projects and other available data.

●      Produce statistics, maps, charts, presentations and reports as required by the RSHQ Program and Projects.

Capacity development

Develop the internal information management capability by way of professional capacity building, assessing training requirements and providing internal mentoring, or requesting external training.

Education/Experience/Language requirements

Education

●      Bachelor degree in Geographic Information Management, Information Technology, Computer Science, Statistics or any other related field.

Experience

●      Minimum of 2 years relevant experience is defined as experience in Geographic Information Management, data management, document management, modern record and archives management, library science, or related area.

●      Experience in producing high-quality reports.

●      Experience of data QA/QC processes for information management is desired.

●      Experience of making public presentations and liaising with external stakeholders.

Languages

●      Fluency in English (reading, writing, and speaking) is required.
