UNOPS strategy for Afghanistan is aimed at providing maximum support to the Government and people of Afghanistan though the delivery of projects and services in line with the government’s own priorities. The UNOPS Afghanistan has been established as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the implementation agency. At present, UNOPS AFGHANISTAN is implementing a number of projects in a range of sectors including infrastructure (roads and schools) development, capacity building to various ministries, and environmental protection, among others, on behalf of the Government of Afghanistan and the donor community.


The functional objective of UNOPS Afghanistan is to deliver projects in an efficient and effective manner, to achieve the development outcomes sought by the Government of Afghanistan and the donor community, where capacity building is always considered and encouraged. The aim of UNOPS Afghanistan is to provide implementation services to the Government of Afghanistan, the donor community and partner agencies in the reconstruction and development of the country. In doing so, UNOPS aims to exceed client expectations in the delivery of quality services throughout the country.


In order to ensure sound projects and financial management of bilaterally funded projects in AFOC, and support the development of further projects in the portfolio, UNOPS is seeking qualified candidates for the position of Programme Manager, RSHQ.


Established in 2015, Resolute Support (RS) is a NATO-led, non-combat mission with a mandate to train, advise and assist the Afghan National Defence and Security Forces (ANDSF), who assumed nationwide responsibility for Afghanistan’s security following the conclusion of the previous NATO-led International Security Assistance Force (ISAF) mission.  


The purpose of RSHQ is to help the Afghan security forces and institutions develop the capacity to protect its citizens in a sustainable manner and to manage/improve security enhancements with Kabul city.  The purpose of the UNOPS/RSHQ engagement is to support NATO for both the ANA Trust Fund and Kabul Security Force funding streams; for procurement of goods and services, contract management, maintenance of equipment(s), physical security enhancements, construction projects and construction work packages, as well as coordination and facilitation of RSHQ operations, programs and activities (non-kinetic only).


The UNOPS/RSHQ engagement is a complex and challenging programme which is set to expand significantly during 2020 and beyond.


Functional Responsibilities

Purpose and Scope of Assignment

RSHQ QA/QC is a sub-set of AFOC QA/QC unit and under the overall guidance and direct supervision of the Lead Quality Engineer, the Senior Associate Quality Engineer, will work closely with the QA/QC unit under AFOC to provide the necessary technical expertise for RSHQ project implementation ensuring compliance of quality control plans, materials, test procedures, specifications. The Senior Associate Quality Engineer’s responsibilities include, but are not limited to:

●      Assist with the development, and subsequent oversight of RSHQ project QA/QC plans and protocols for construction, construction equipment and materials.

●      Ensure the establishment of quality procedures including time limits for inspection, sampling and testing of works, materials and other QA/QC requirements.

●      Oversee and manage quality assessment of materials through regular and rigid laboratory tests and site visits.

●      Ensure specific quality standards are constantly met at all levels of RSHQ construction projects.

●      Review all standard test forms to be used during laboratory tests, QA/QC testing schedules and procedures and evaluate results as appropriate.

●      Review contractor practices and conventional methodologies and make recommendations where remedial action is required.

●      Conduct initial survey queries on sources of materials, ensuring quality and compliance with the specifications.

●      Checking accuracy of outputs produced in compliance with established quality standards.

●      Assisting the Lead Quality Engineer with monitoring the work of the contractors under RSHQ projects.

●      Keeping record of all documentation regarding QA/QC.

●      Tracking and reporting all non- conformances to the Lead Quality Engineer.

●      Maintaining close relationship with UNOPS QA/QC unit.

●      Controlling all QA/QC related submissions of contractors to comply with the standard specifications.

●      Implementation and monitoring of quality assessments.

●      Preparing regular QA/QC reports on all RSHQ construction activities.

●      Recommendation of solutions to quality problems and control of further processing, delivery, installation or use until proper disposition of non-conformance or unsatisfactory works.

●      Perform other duties as may be assigned.

Monitoring and Progress Controls

●      Establishment of procedures with time limits for inspection, sampling and testing of works and all other QC/QA requirements.

●      Implementation and monitoring of quality assessments.

Monthly/weekly QA/QC report to the Lead Quality Engineer on project QA/QC activities.

●      Secondary Diploma required. Bachelor’s Degree in Civil Engineering or relevant field is an asset.

Experience

●      Minimum 7 years of progressively responsible experience in construction activities with emphasis on materials testing, quality control and assurance, laboratory testing and a firm understanding of requirements and specifications of testing and materials.

●      Previous with UN projects will be an asset.

●      Previous experience in mentoring and training counterparts is desired.

Languages

Fluency in English (reading, writing, and speaking) is required.
