Background

Yemen is facing an unprecedented political, humanitarian, and development crisis. Since the outbreak of conflict in 2015, Yemen’s eco­nomic output has decreased by roughly 50 per cent, and poverty has escalated dramatically. The prohibi­tive costs of food and fuel, paired with high unemployment, makes survival extremely difficult for most Yemenis. Approximately 80 per cent of the population requires humanitarian assistance; 10 million people are on the brink of starvation; and, more than 3.3 million people are internally displaced. According to a UNDP Yemen-commissioned study, conflict has already set Yemen´s development back by 21 years.

Headquartered in Sana’a, UNDP has expanded its presence through­out Yemen over time, establishing sub-offices and programmes in Aden, Hodeidah, Marib and Mukalla and building partnerships with local authorities and stakeholders across the country.

Recently, UNDP developed a new Country Programme Framework 2019 - 2020 which is comprised of three programme priorities: 1) Peace Operations Support; 2) Governance and Rule of Law, and 3) Economic Recovery and Development.

Under the economic recovery and development priority, UNDP directly contributes to the dignity of Yemenis by increasing their income and enhancing self-reliance. Because this enables house­holds to purchase food and water and to access sani­tation and health services, these efforts also contrib­ute to the famine and cholera response.

As part of the area-based approach, UNDP will base economic recovery and development activities on the characteristics and opportunities of the local econo­mies and markets. This will include development the capacities of communities, local authorities and the private sector; identification of local economic recov­ery and development priorities; and, implementation and oversight of interventions.

UNDP Yemen now seeks a qualified Team Leader for the Economic Recovery and Development pillar.

The Team Leader of the Economic Recovery and Development Unit should have a clear and comprehensive vision of the transitional challenges in Yemen. Her/his vision of development should pragmatically integrate the fundamental orientation of UNDP Yemen outlined in the Country Programme Framework 2019-2021.

The Team Leader will, under the overall supervision of the Resident Representative and direct supervision of the Deputy Resident Representative (Programme)  DRR (P), function as the principal advisor on sustainable livelihoods and economic recovery, energy, and natural resource management to UNDP Yemen, ensure Team-Leadership and overall direction and management of this  portfolio and provide cross-cutting expert advice on the inclusive and sustainable development aspects of the UNDP Yemen Country Programme Framework.

The Team Leader will serve as the focal point for the formulation, partnership building and resource mobilization, programme development, implementation and management of the UNDP Country Programme Framework for the economic recovery and development pillar.

The Team Leader will be an effective team player, as his/her work will be conducted with his/her colleagues responsible of the other UNDP priority areas including Governance and Rule of Law and Peace Operations.

 

Duties and Responsibilities

Jointly with the other Team Leaders of the UNDP programme teams, s/he will be responsible for the development of interdisciplinary and inter sectorial interventions, including programmes and policies, in all areas related to economic self-reliance in line with UNDP corporate priorities and policies

1) Advocacy and Capacity building

  • Strengthens the Country Office’s (CO’s) substantive in-house capacity in the area of sustainable livelihoods, by providing substantive support and organizes capacity-building activities to enhance UNDP capacities in this area;
  • Identifies needs for capacity development in the areas of Economic Recovery and Development for national counterparts, UNDP, civil society, private sector, and other relevant partners  and advises on how to address the gaps;
  • Identifies the needs and roles of partners and non-governmental organizations in sustainable livelihoods, and energy and Natural Resources Management (NRM);
  • Analyzes conditions that support or hamper sustainable livelihoods and economic recovery and recommends/advocates for appropriate policy and programme interventions ensuring synergies between various actors including UN agencies, donors, government counterparts, national institutions, and Civil Society Organizations (CSOs);
  • Promotes awareness and understanding within the Government, civil society and private sector with regard to the norms and standards of sustainable livelihoods and economic recovery, best suited for the specific context and needs;
  • Extract lessons learned to support programme improvement and feed into UNDP recovery, livelihoods and durable solutions policies and programming knowledge globally (Facilitation of knowledge building and knowledge sharing);
  • Conducts advocacy on UNDP's practice area of sustainable livelihoods, and ensures the design/development of communication and mass media outreach activities together with the UNDP Yemen Communications Unit;
  • Advises on an alignment of humanitarian, stabilization, recovery, and development logics contributing to economic recovery and development.

2) Programme development

  • Contributes to the development and implementation of the UNDP Country Programme Framework 2019 - 2021,  including the analysis, formulation, development and implementation of community recovery, energy and environment, national, provincial and community planning and their alignment, and sustainable development aspects of the UNDP programme in the Yemen, taking into account the operational and political complexities, with a view to designing effective results in the area of economic recovery and development;
  • Ensures that inclusive and sustainable livelihoods issues are systematically addressed in the UNDP Yemen strategic planning and results-based management processes (e.g. through Strategic Result Framework (SRF), Results Oriented Annual Report (ROAR), UN Bridging Framework and new programming tools coherent with Simplification and Harmonization approach); identifies bridging arrangements, execution modalities and exit strategies; and ensures that performance monitoring, evaluations and impact assessments are carried out; contributes in his/her specialty to the development of the joint programming exercise with UN development and humanitarian agencies;
  • Ensures that the UNDP interventions under the Economic  Recovery and Development pillar contribute, also through cross-sectoral programmes and projects, to stabilization and peace building, and recovery, and the humanitarian development nexus efforts of UN in Yemen;
  • Ensures coherence and complementarity in the formulation, development, and implementation of UNDP Yemen’s interventions across  contribute to the improvement of the economic livelihoods of the target populations, especially the most vulnerable;
  • Builds and identifies relevant partnerships and resource mobilization opportunities for new programme development in the areas of Economic Recovery and Development for UNDP Yemen.
  • Ensures that the programme effectively contributes to results in gender and the promotion of women and youths in recovery, transition and development in line with UNDP’s mandates.

3) Programme Management and Oversight

  • Advises and leads on policy and programmatic interventions  the area of economic recovery, sustainable and inclusive growth in strategic planning exercises, based on national priorities, UNDP country programme objectives and best global practices and lessons learned, mobilizing technical experts if required;
  • Leads the development of innovative and appropriate implementation modalities that respond to the uniqueness of the current political and operational context in Yemen;
  • Ensures the formulation of management, targets and results indicators, substantive programme implementation, monitoring and evaluation of the programme portfolio under Economic Recovery and Development and relevant projects, in line with UNDP corporate policies;
  • Provides direction and quality inputs into CO risk management;
  • Leads the delivery of relevant programme activities; identifies modalities to achieve development targets; plans, coordinates and monitors UINDP’s initaitives on economic recovery, inclusive and sustainable development with other UN agencies and donors, and develops inter-agency synergies and complementarities; 
  • Leads the analysis, formulation, advocacy to and realization of business-development initiatives in practice areas and cross-thematic initiatives;
  • Effectively manages the programme team, Project Managers ensuring accountability for delivery of results, identifying their learning needs and facilitating their learning opportunities, and sharing substantive knowledge with the programme team;
  • Promotes effective partnership building and UN coordination support;
  • Identifies and builds partnership strategies with regard to providers of specialized expertise and co-financiers, and supports UNDP and UN Country Team in strategic steering and resource mobilization for the implementation of programme designed;
  • Collaborates closely with the  Peace Operations Support Team and the Governance and Rule of Law Team as well as the cross-cutting units, especially Monitoring & Evaluation, Policy and Strategy, Partnership, Communication, and Gender, with a view to ensuring that the programme is responsive to beneficiary and donor needs and requirements, and that results are communicated in a timely and transparent manner;
  • Performs other relevant tasks as requested by the Resident Representative and/or the Deputy Resident Representative (P).

Required Skills and Experience

Education:

Master degree in Economics, Social Sciences, Development Studies, Environment or related areas.

Experience:

  • A minimum of 10 years of progressively responsible experience in the area of inclusive and sustainable development (focusing on livelihoods) including extensive field experience in leadership positions (proven track of substantive development policy and management expertise required);
  • Knowledge of UN/UNDP policies, programming frameworks and procedures, proven ability to design and facilitate complex development interventions in crisis setting;
  • Experience working within conflict and post-conflict settings; in particular in relation to early recovery working with local governments, civil society, and development partners;
  • Strong analytical judgment, with proven efficiency and results-orientation in a multi-tasking environment and excellent management capabilities;
  • Proven networking and partnering skills with a demonstrated successful resource mobilization record;
  • Capacity to perform effectively under pressure and hardship conditions; ability to handle confidential and politically sensitive issues in a responsible and mature manner;
  • Demonstrated public relations, communication and advocacy skills;
  • Excellent teamwork skills, cross-cultural and gender sensitivity, tact and diplomacy in the execution of functions, and competence in protocol;
  • Proven ability to use information technology effectively as a tool and resource. 

Language Requirements:

  • Proficiency in English. Working knowledge of Arabic desirable.
