OVERVIEW OF THE FUNCTIONS OF THE POST

Background

As articulated in the Regional Support Strategy and Roadmap for the SDG-4 Education 2030 Agenda in Asia and the Pacific (2015-2030) and agreed during 5th APMED2030 in 2019, the  Regional Thematic Working Group for Education 2030+ for Asia and the Pacific, is conducting a 5-year progress review of SDG4-Education 2030.  The main objectives of the 5PR is to: a) assess the overall progress of the Asia-Pacific Region since 2015 and to draw lessons for and insights into the implementation of SDG4 and 2) prepare a regional report (5PR report) as main discussion input at the 2nd Asia Pacific Education Ministers Meeting on SDG4 planned in last quarter of 2020.

 

After series of consultations with relevant SDG4 stakeholders and experts, the following areas of focus have been proposed: 1) Introduction; 2) Overview or progress/executive summary; 3) Context; 4) Equity and Inclusions; 5) Target Data Analysis; 6) Thematic Analysis; 7) Case Studies and 8) Recommendations.

 

The section on “Target Data Analysis” covers statistical analysis of the 10 SDG4 Targets, using data from UIS and other platforms (household, administrative, etc.). The draft narrative statistical analysis for 10 targets has been prepared and will have to be revised and finalized to contribute to the main 5PR report.

 

Purpose

To revise and finalize the statistical analysis on 10 SDG4 Targets (Section 5: Target Data Analysis) as part of the main report (5PR report) 

WORK ASSIGNMENT

Under the overall authority of the Director of the UNESCO Asia and Pacific Regional Bureau for Education, Bangkok, and the direct supervision of the Chief of Section for Inclusive Quality Education (IQE) with technical inputs from 5PR Secretariat, the Consultant will be responsible for revising and finalizing Section 5 of the 5PR report.

The Consultant shall specifically revise (based on review and comments from thematic peer review groups and 5PR Secretariat “3 rounds of review” and finalize chapter on the quantitative progress on SDG 4 - Education 2030 as the main part of the final publication entitled (tentative) “Five-year progress report on SDG4 in Asia and the Pacific Region”. The chapter shall

  1. Have a 1-page a brief overview and initial status analysis of the SDG 4 target concerned in the region.
  2. Include a ten SDG-4 Target Analysis sub-section. Each target analysis should contain the following:
    1. highlights (3 – 5 Key messages) on  progress and achievements followed by relevant analyses (with appropriate disaggregated information and data illustrated by charts, figures, infographics) to support key messages and particular points to be noted for specific situations;
    2. 2-3 text boxes describing evidences and enhancing the main analysis
    3. A set of pertinent key findings and conclusions, which should lead to the in-depth policy analysis of the next thematic section of the report.
  3. Be written in English at a very good level along with highly professional statistical illustrations (charts, figures, and infographics). An indicative size of paper would be 25,000 words (50 pages without annexes).
  4. Include references to statistics and data and information used should have clear and precise reference and citations.
  5. Use UIS and other International data sources for the analysis as much as possible, while information from national data sources must also be considered.
DELIVERABLES AND TIMEFRAME

All deliverables should be submitted to UNESCO Bangkok in English. Feedback from the 5PR Secretariat and Peer Review Groups will be provided to the consultant according to the timeline below. Overall supervision and technical guidance by UNESCO IQE/UIS Bangkok staff, through regular communication by distance (Email, skype/ZOOM/MS TEAM, Phone). To the extent possible, the consultant shall reflect comments and suggested modifications.

The assignment should be carried out during the period of 3 months. The consultant is expected to submit the following deliverables to UNESCO Bangkok.

  1. Revised analysis of 10 targets and overview section by 15 July 2020
  2. 2nd revised version by 15 August 2020
  3. Finalized version by 15 September 2020.

QUALIFICATIONS, EXPERIENCE AND COMPETENCIES
  • At least five years of relevant professional experience in the field of education of which at least 2 years at the international level
  • Advanced university degree (equivalent to Masters) preferably in the field of education statistics and data
  • Strong understanding of Education 2030 agenda
  • Familiarity with UNESCO Institute for Statistics data and experience working in the Asia-Pacific regions are advantageous
  • Strong analytical skills and excellent English proficiency (written and oral)
