Organizational Setting

FAO Representation in Cambodia is looking for a Senior National Technical Advisor (Animal Health) to be responsible for advising on FAO Cambodia’s Animal Health Programme, and coordinating and leading its activities as appropriate.

Reporting Lines

The Senior National Technical Advisor (Animal Health) reports to the Head of Operations.

Technical Focus

Tasks and responsibilities

  • Provide strategic advice to the Government of Cambodia on technical matters related to the national control programmes for emerging infectious diseases (EID) including the highly pathogenic avian influenza (HPAI), priority zoonoses, and transboundary animal diseases (TADs), as well as antimicrobial resistance (AMR);
  • Provide technical advice to all FAO multi-disciplinary programmes and projects related to the control of EID including HPAI, priority zoonoses, TADs and AMR under preparation or under implementation in Cambodia;
  • Provide management support to the work of the ECTAD team in Cambodia\:
    • Lead the preparation of detailed operation plans for the implementation of the FAO ECTAD programme, providing strategic advice on implementation and leading activities when necessary (e.g. training programmes);
    • Oversee technical specifications for the procurement of project inputs;
    • Coordinate and ensure effective liaison with government and donors;
    • Coordinate the timely submission of reports to the government, FAO and donors.
    • Act as ECTAD Country Manager a.i. when necessary;
  • Establish and maintain effective working arrangements with senior staff of the Ministry of Agriculture, Forestry and Fisheries and other Departments and organizations;
  • Coordinate the preparation and ensure the regular distribution of regular disease situation updates, in collaboration with relevant FAO units at the regional and global levels;
  • Lead in-country missions to monitor and ensure smooth implementation of programme activities.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
  • Advanced university degree in Animal Health or a related field
  • At least seven years of relevant experience in project or programme management, administration at national level or related area
  • Extensive knowledge on the Animal Health sector in Cambodia
  • Language proficiency in English and Khmer
  • Cambodian Nationality

Technical/Functional Skills

  • Extent and relevance of experience in advising on technical issues pertaining to animal health, capacity development, mentoring and coaching of the national staff and project counterparts;
  • Extent and relevance of experience in management support of programmes/projects and namely for planning, monitoring and reporting
  • Extent and relevance of experience in results-based management and support
  • Extent of knowledge of the procedures of FAO’s main development partners
  • Excellent oral and written communication skills in English, with skills in advocacy, tact and versatility;
  • Understanding of FAO policies and programmes is considered an asset
