Background Information - Ghana Multi Country Office (GMCO)
GMCO is responsible for managing strategic and operational risks associated with a subset of the regional portfolio of engagements, developing and delivering cost effective services contributing to partners’ sustainable results and achievements of UNOPS management results.

The core functions of the Operational Hub are to:
  • Liaise and develop engagements, and deliver services responding to partner needs.
  • Leverage advice and integrate delivery modalities of the three Delivery Practices and the Global Partner Service Office.
  • Maintain appropriate arrangements and capacity for direct transactional support for delivery of the sub-regional portfolio.

Background Information – Sierra Leone 

UNOPS has been established in Sierra Leone since 2000 and currently has 35 personnel in the country, operating out of 3 main locations – in Freetown (with frequent visit to sites and other districts) and home based.

During the last 15 years, UNOPS has delivered a variety of infrastructure projects nationwide, particularly in the fields of Renewable Energy. Health and Security Infrastructure, and has implemented and procured a variety of vehicles, non-medical health related items, medical equipment, and Solar Photovoltaic (sPV) systems.

Current & past projects undertaken by UNOPS Sierra Leone office include:

  • Rural Renewable Energy Programme: In support of the MoE-GoSL establishment of Solar Photovoltaic mini grids in 90 chiefdoms and electrify 54 community health centers. The implementation of a Rural Renewable Energy Project (RREP) aims to increase accessibility to public services and enhance economic growth in under-served rural communities.

  • Slope Stabilization Remediation and Rehabilitation: Remediation works of the landslide in Regent which included slope stability analysis, reshaping of the area affected by landslide and planting.

  • Freetown Disaster Preparedness Support to Freetown City Council. Key intervention include assessment and rehabilitation / construction of footbridges, retaining walls, culverts, cleaning blocked drains

  • Infrastructure Programme for Isolation Units; Construction of screening and isolation units for government hospitals under the Ebola Emergency Response Project (EERP) (with funding from the World Bank) and medical waste management and WASH (with funding from DFID) in support of the Ministry of Health.

  • Procurement of non-health items and services to contribute to the Global Fund Programme in Sierra Leone, for the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM)

  • Construction of the new Administrative Headquarters of the Transnational Organized Crime Unit (TOCU) in Freetown, Sierra Leone for the United Nations Office on Drugs and Crime (UNODC).

  • Infrastructure Needs Assessment for Establishment of Center of Excellence in six (6) Hospitals, and Assessment and Design for construction and rehabilitation of Health Facilities. 

  • Infrastructure Needs Assessment, Design for Rehabilitation/Construction of new Health Facilities in Kailahun District. 

  • Rehabilitation of the Parliament Building of Sierra Leone - Meeting Critical Infrastructure and Technology Needs in the Parliament of Sierra Leone.

Background Information – Job Specific
In its three years of implementation, RREP has installed 50 mini-grids. These installations will be expanded in capacity throughout the life of the project to 2020, with 44 additional installations commenced. The RREP mini-grid sites are poised to be hubs of new and improved economic activities generating better employment opportunities and incomes and fostering greater social and economic welfare for communities. 

Under the direct management of the Construction Manager and/or the Technical Team Lead (Supervisors) the Associate Electrical Engineer will support the implementation of the assessment and construction work at the assigned project sites in Sierra Leone.
The Associate Electrical Engineer provides engineering support and construction supervision to the assigned project works and supports efficient and effective planning, design and implementation of a rural renewable energy project.

Functional Responsibilities


The Associate Electrical Engineer is responsible for the day to day support of the operations of the designated infrastructure health facilities.  The Associate Electrical Engineer shall also be required to provide technical input, focusing on achievement of the following result:

1. Required to support the implementation of works at a number of project sites, assigned to UNOPS, and provide committed monitoring for the progress of works according to contract schedules, specifications and project plans.

2. Act as the focal support for specific project (s), he/she provides support and guidance to the contractors and assists in resolving site problems, as necessary.

3. Required to support the construction of quality delivery.

4. Attends the project site daily or as required in order to monitor progress of works, and identify the existing problems, provide appropriate support through application of sound engineering standards in consultation with the Supervisor(s).

5. Support the preparation of progress reports on construction activities and submission of such on a daily or weekly basis.

Technical Specific Support

  • Support the Supervisor/s in the supervision of Contractor’s electrical installations including wiring, cabling and fixtures

  • Support the preparation of draft or review of Operation and maintenance training documents or workshop for end-users

  • Provide support to the Supervisor/s in the testing and commissioning of all electrical installations

  • Support the maintenance of QA/QC reports throughout the implementation, including stage testing and verification of activities completion sign offs. 

  • Collection of data as input for completing As-built drawings

  • Provide support to the review where necessary electrical designs and provide recommendation

  • Support the Supervisor/s in the supervision of Contractor’s civil related construction activities  

  • Support the approval of construction activities and inspection of relevant testing procedures conducted by the Contractor.

  • Provide support for the maintenance of QA/QC reports throughout the implementation, including stage testing and verification of activities completion sign offs. 

  • Support the preparation and collection of data as input for completing As-built drawings

  • Support the review where necessary civil designs and provide recommendations.

Monitoring and Progress Controls

  • Inform and provide constant feedback to UNOPS Supervisor(s) regarding the progress issues and delivery timelines, cost- effectiveness and quality of work completed.

  • Act proactively to escalate to supervisor key areas of concerns that relates to quality, health, safety, social and environmental issues at site and where necessary take the necessary resolution supported by relevant available tools and templates

  • Preparation of a database for the available materials and suppliers of the construction industry in the local market

  • Support the preparation of progress reports on construction activities and submission of such on a weekly basis to the UNOPS Supervisor(s).

  • Support to knowledge building and knowledge sharing including appropriate archiving of documents in UNOPS ERP system and documenting of lessons learned

Education/Experience/Language requirements

A.  Education

  • A minimum of Secondary School certification in relevant  academic  field of study 

  • A Bachelor or Master's Degree in Electrical Engineering or related field will be considered an asset and may substitute for some of the required years of experience.

B. Work Experience 

  • Minimum of 5 year experience required on similar duties or operational experience with demonstrated capacity to meet performance indicators and deliver results.

  • 1 year of general Electrical Engineering related experience at the national level in infrastructure or building projects will be an added advantage.

  • Field experience is also an asset.


Language Requirements:

  • Full working knowledge of English is required

  • Knowledge of another official UNOPS language is an asset
