The Southeast Asia Energy Transition Partnership (ETP) brings together governments and philanthropies to work with partner countries in the region. We support the transition towards modern energy systems that can simultaneously ensure economic growth, energy security, and environmental sustainability. Enabling the transition toward greener energy systems will greatly contribute to the achievement of the UN’s Sustainable Development Goals (SDGs) and the Paris Climate Agreement objectives.

​​​​​​ETP is initially focusing on Indonesia, the Philippines and Vietnam, which are the countries in the region with the highest energy demand, a substantial pipeline for fossil fuel-based projects, and a significant and cost-effective potential for renewable energy and energy efficiency. ETP provides High Level Technical Advisory Support, Holistic Support to Governments on financing and technical needs, capacity and skill development and facilitation of dialogues in all related areas. 

A Secretariat, incorporated into UNOPS will support the Steering Committee (SC) and facilitate the implementation of SC’s decisions. The Secretariat will operate as per defined Terms of Reference approved by the SC. The Secretariat will undertake day-to-day management and operation of the ETP Fund: (1) it launches Calls for Proposal and carries out proposals assessments; (2) it provides assistance and support to implementing partners; (3) facilitates the design, development and implementation of an overall M&E strategy; (4) monitors progress made by each project during the implementation phase. 

ETP Secretariat is headed by the Director, responsible for the management of the secretariat, development and implementation of work plans, with a view to furthering the agenda of the ETP initiative in accordance with the strategic direction provided by the ETP Steering Committee (SC). The Director reports to the Chairperson of the ETP SC in all substantive matters and has an administrative reporting line to UNOPS.

The Secretariat will work in close cooperation with the SC, the Advisory Committee and the Fund Manager, as well as UNOPS Services. The members of the secretariat will be selected following UNOPS rules and regulations.

Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties which are performed according to organizational needs and structure:  

Functional Responsibilities

The Fund Director/ Director of the Secretariat will be responsible for ensuring that the ETP Secretariat catalyzes, facilitates and supports effective action across the overall programme/movement, and the work that will be done under the programme mandate. The Director of the Secretariat will be primarily responsible for providing strategic advice, planning, resource use, day-to-day management of staff, reporting on the use of funds, performance management and evaluation of progress against goals.

The Director reports on substantive matters to the SC chair and on administrative matters to the UNOPS line manager.

This includes the following key functions:

  1. Advisory Services

  1. Providing strategic and tactical advice for empowering leadership and continued enhancement of the vision and strategies pursued by the Secretariat.

  2. Coordination of the development of the ETP Secretariat’s objectives and priorities and providing overall strategic planning towards their achievement. 

  1. Ensuring effective functioning of the programme:

    1. Leading the development of the annual work-plans of the Secretariat;

    2. Ensuring high standards and relevance of all outputs and communications that emanate from the Secretariat. 

  2. Management and coordination 

    1. Strategic planning of activities in support of the Programme priorities; development and regular update of team work-plans;

    2. Undertaking management and supervision of the different teams within the ETP Secretariat to ensure timely and quality outputs;

    3. Overseeing the organization of high-level events and meetings. 

    4. Coordinating with UNOPS Fund Management and Support Services on all matters related to the Secretariat operations.

  3. Oversight & planning: 

    1. Ensuring optimized utilization and reporting of financial and human resources:

    2. Ensuring optimized budget management balancing programming, expenditures and fund raising and ensuring that resources are properly utilized;

    3. Develop and implement a communication and outreach plan with regards to existing and potential donors, as well as government and other stakeholders

    4. Human resources management: Performing performance evaluation of staff/personnel of the Secretariat, planning and management of recruitments;

    5. Coordinating the production of activity and financial reports ensuring transparency of resource utilization and quality reporting to donors.

  4. Strategic Relationship with stakeholders: 

    1. Maintaining effective relations with contributors to the ETP;

    2. Representing the ETP in public events, task forces, working groups, intergovernmental and interagency discussions, interactions with stakeholders outside the UN system, and any other relevant situation.

    3. Coordination with the Steering Committee on the engagement with potential donors to raise funding for the ETP pooled funding window.

    4. Build and maintain effective partnerships with government entities in the ETP priority countries.

    5. Management of internal and external stakeholder - direct engagement with high level stakeholders

Education/Experience/Language requirements

 Education: 

  • Advanced university degree (Master’s degree or equivalent) is required preferably in : alternative energy development, social sciences, energy policy, international development, management, development economics, public administration, business administration or related fields.

  • PRINCE2 Foundation and PRINCE2 Practitioner Certificates are an asset - successful candidate must complete it within first twelve (12) months of onboarding.

  • Managing Successful Programmes (MSP) Foundation certification is an asset


Experience:

  • Minimum seven (7) years of progressively professional experience that combines strategic and managerial leadership in administration, business management, planning and operations or related field. Preference will be given to candidates with ten (10) or more years of relevant experience. 

  • Relevant professional experience must include five (5) years of experience at the international level, including experience at a senior management level.

  • Professional experience in multi-sector renewable energy programmes and policies, knowledge of the political economy and experience in the region are highly desirable.

  • Proven experience in engaging with high-level stakeholders, such as government officials, donor representatives, representatives of international organizations, etc.

Language: 

  • Fluency in English is required. Working knowledge of another, official UN language is desirable.
