UNOPS Hub in Amman

The UNOPS Hub in Amman implements projects in Jordan, Lebanon, Iraq, Syria, Turkey, and Yemen, in partnership with bilateral donors, national governments, and other UN agencies.  With an established presence across the region, the office runs operations including large-scale procurement, project development, and technical management, and provides financial, human resources, and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, in order to support the response to the current needs and national priorities in the region.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional Responsibilities

Under the overall supervision of the Hub Director and direct supervision of the Head of Programme the incumbent will be responsible for the following:

  • Provide substantive support to the Head of Programme in day to day management of Amman Operational Hub projects in Jordan, Iraq, Lebanon, Syria and Yemen, with focus on communications (external and internal);

  • Coordinate inputs and produce briefings, presentations and background materials, as well as speeches for the Head of Programme and the Hub Director;

  • Develop a communications strategy for the Amman Operational Hub, covering both internal and external communications;

  • Provide substantive content for and manage the Amman Hub intranet page and individual country pages and social media, highlighting project achievements and other relevant information;

  • Work with the communications officers in different projects to ensure regular publication of substantive materials on all outlets, highlighting the projects, their impact, and achievements;

  • Develop key messages on UNOPS programming in the region, including for partners, local and international media;

  • Draft press releases regarding ongoing projects, and work closely with the Partnerships Unit, the Project Managers, and the Head of Programme on visibility activities for all partnerships as stipulated in the partnership agreements;

  • Support preparation of narrative donor reports to ensure alignment with UNOPS messaging and external communication strategy;

  • Coordinate with HQ on publishing the press releases and other external communications on UNOPS website and social media;

  • Produce fact sheets on specific projects and UNOPS services in the region,  and provide substantive content for the project(s) website(s), highlighting project(s) achievements and other relevant evidence-based information;

  • Ensure or enhance the quality and relevance of country-specific communication materials and activities,

  • Ensure efficient translation and interpretation of official documentation and publications from English to Arabic and vice versa;

  • Serve as the focal point for the United Nations Communications Group, and actively promote UNOPS within that inter-agency fora;

  • Develop and maintain contact list of journalists and media outlets including print, TV, radio, web etc., and institutionalize a process of communicating and maintaining regular contact and close collaboration with the media to showcase and highlight the success and lessons from the ongoing UNOPS partnerships;

  • Ensure a well maintained and continually developed contact list of individuals, groups, organizations and fora (including Government, UN, and bilateral counterparts) for purposes of communication;

  • Maintain relationships with the relevant HQ offices and external partners to gather information and provide advice on communications products and outreach;

  • Maintain close interaction with Programme/Project staff to share information and knowledge as related to projects and communications; and,

  • Perform other functions, as required.

Education/Experience/Language requirements

Education:
  • Advanced university degree (Master degree or equivalent) in communications, journalism, public relations, international development, political science, international relations or other relevant discipline.
  • A first level university degree with a relevant combination in communications, journalism, public relations, international development, political science, international relations or other relevant discipline with 2 years of additional experience may be accepted in lieu of the advanced university degree.
Work Experience:
  • Minimum of 6 years of progressively responsible experience in Research and Analysis, Reporting, External Relations, Communications, Advocacy, Outreach and/or related field is required, including at least 2 years of demonstrated experience managing organisation level and/or multi-sectoral communications.

  • Experience in producing analytical reports and communication products is required.

  • Experience in the humanitarian and/or development sector is required. 

  • Experience in preparing, coordinating, and leading donor-reporting processes is an asset. 

  • Experience leveraging online communication tools and methodologies (such as online monitoring, web analytics, or other online measurement tools) and to develop and analyze online communications performance indicators is desirable. 

  • Excellent understanding on the intersection of technology, web, design, editorial, digital, social media and multimedia platforms is desirable.

  • Knowledge of digital media, visual communications and interactive storytelling methods is desirable.

  • Computer literate, in particular MS Word, Excel, Visio, and PowerPoint.

  • Previous experience in the UN system is an asset. 

Language:
  • Fluency in spoken and written English and Arabic is required.
