Project: Updating of the Indicator Sheets for National Determined Contributions (NDC) in adaptation to climate change in the thematic area of ​​Water, in its component of energy use.

The NDC Partnership (NDCP) is providing financial support to the Ministry of Environment (MINAM) for updating Determined National Contributions (NDC) in mitigation and adaptation. Within this framework, MINAM has the support of the Global Green Growth Institute (GGGI) in adaptation activities in water, forests and fisheries. The objective of the support is to deepen and update the existing information for the subsequent generation of reporting protocols for the sectors corresponding to the thematic areas prioritized in adaptation, as well as the operation of a monitoring and evaluation system for adaptation reporting at the country level between Peru and the UNFCCC. Specifically, updating the adaptation indicators of the Water thematic area in its energy use component involves close collaboration between the Ministry of Environment (MINAM), the Ministry of Energy and Mines (MINEM), the Ministry of Women and Populations. Vulnerable (MIMP) and Culture (MINCUL).

The financing of the NDCP is part of an effort by the Adaptation Directorate of the General Directorate for Climate Change and Desertification (DGCCD) of the Vice Ministry of Strategic Development of Natural Resources, who has been developing the design and roadmap for the implementation of the System. monitoring and evaluation of adaptation and mitigation measures.

 

 

Main objective

Review, analyze and validate the description sheets of the indicators of the Nationally Determined Contributions (NDC) in adaptation to climate change of the thematic area of ​​Water in its energy use component, including roadmaps and strategies for its implementation, such as main input for the operationalization of the monitoring and evaluation (M&E) system for adaptation to climate change.

 

Secondary objectives
  • Review, analyze, update and validate the consistency of the product indicator sheets and adaptation measures of the Water thematic area, in its energy use component, focused on the enabling conditions of the measures.
  • Update and validate the indicator sheets, baseline and goals of the tentative programming of the thematic area of ​​Water, in its energy use component with primary and secondary information and under the technical and guiding guidelines of the DACCD with the indicators of the products and adaptation measures according to your application.
  • Analyze and identify a roadmap, with the roles, responsibilities and institutional arrangements for the implementation, monitoring and reporting of adaptation measures, including information on financing.
  • Identify strengths, weaknesses, opportunities and threats that facilitate the implementation of the measures as part of a strategy for this purpose, which also allows for the systematic monitoring and reporting of the indicators.

 

Contract duration: July 2020 - December 2020

Scope of Work

1.1 Development of a concrete and detailed work plan with a schedule of activities, delivery and presentation of products. The work plan must incorporate the methodology that will be used to develop the consultancy, which is described below and also in Annex 2, and will have the contributions and review of MINEM as well as the approval by MINAM.

1.2 Review, analysis and update of the consistency of the product indicators and adaptation measures and enabling conditions in the thematic area of ​​Water, in its component of energy use. This item requires the review of each of the products and the adaptation measures and enabling conditions required for their implementation.

(a) In this activity, the relevant actors that will provide inputs to update the enabling conditions will be defined:

  • MINEM departments and technical dependencies
  • Relevant departments and other instances of MINAM
  • Other actors

(b) The analysis of the products, measures (tasks and actors involved), as well as the enabling conditions will incorporate both the recommendations of the MINEM as well as the DACCD-MINAM, and other actors; and will incorporate relevant aspects of gender, interculturality as well as intergenerational considerations where appropriate.

At the indicator level, the following aspects should be used as main axes:

  • Pertinent: Consider that both the subject and the attributes of the indicator are understandable and that common concepts are handled.
  • Relevance: That the indicator is relevant according to the concept note raised by the sector. You should review the logic of the concept note and evaluate if what the indicator measures contributes to the desired result.
  • Targeting: It will be evaluated if the indicator is clear on the scope in which the measurement will be carried out and if it is duly delimited.
  • Responsible: It will be evaluated if it is specified who will be the body in charge of carrying out the measurement, not only at the Ministry level but also at the General Directorate level and even bodies assigned to the sector. The recommendations for the enabling conditions must be aligned with the competences, functions, as well as the public policy instruments and intervention mechanisms of each actor.

(c) As part of this process, a matrix will also be generated where information requirements (enabling conditions) are identified for the implementation of adaptation measures.

 

1.3 Updating of the indicator sheets at the baseline level and goals of the tentative programming of the thematic area of ​​Water, in its energy use component considering primary and secondary information available.

 (a) Based on Activity 1.2, the format defined by the DACCD-MINAM will be taken into account, which updates the information elements already existing in the tentative programming of the thematic area of ​​Water, in its component of energy use.

(b) Likewise, it will make sure to maintain the orientation provided by the Institutional Planning Guide (CEPLAN[1]) that is currently on the file.

(c) Relevant primary and secondary information available in the public and private sectors will be used in the update with the logic indicated in the sheet (Annex 1).

(d) The indicator sheet will be updated with information established by the baseline. The update must have the contributions and validation of the actors defined in Activity 1.2 (a). Likewise, the update must include the competencies and functions, relevant public policy instruments, and intervention and financing mechanisms.

(e) The data and information in the file will be subsequently linked to the Monitoring and Evaluation System. The DACCD Monitoring and Evaluation Specialist will ensure the consistency of the information produced.

 

1.4 Review and improve the integration of cross-cutting approaches in adaptation NDCs, (gender, intergenerational and intercultural) by product and adaptation measure:

The consultant will evaluate the integration of transversal approaches of the products and adaptation measures corresponding to Water (energy use) and, if deemed appropriate, will propose the guidelines for said integration. Transversal approaches should be emphasized not only in those indicators where their subject is directly linked to the population, but also deepen in which aspects the gender perspective and the intercultural approach can be considered to enrich the implementation process.

(a) Review of public policy instruments. As background, the consultant / company will review:

  • The Action Plan on Gender and Climate Change
  • The intercultural aspects included in the Regulation of the Climate Change Law

(b) Socialization meetings / workshops will be held to explain the task entrusted and receive contributions from relevant specialists from the Ministry of Women and Vulnerable Populations (MIMP) and the Ministry of Culture (MINCUL) and the Ministry of Education (MINEDU).

(c) The information collected would be systematized to develop the approach, which should have the review and contributions of MINEM, MIMP, MINCUL, MINEDU.

 

1.5 Identification of roles and responsibilities in the implementation of adaptation measures and for their monitoring and evaluation

(a) Based on the previous products, the company consultant will prepare a matrix with the identification of roles and responsibilities in the implementation of adaptation measures in water for energy use. This matrix will have the following elements:

  • Responsibilities of the institution involved for monitoring indicators at the institutional level at the three levels of government (national, regional, local).
  • A SWOT matrix that identifies the sector's strengths, weaknesses, and opportunities for the proper registration, monitoring, and evaluation process of the implementation of the enabling conditions of the measures (FO, DO, FA, DA), and of the indicators of adaptation measures.
  • Important information from relevant ministries of potential information systems and reporting mechanisms for their articulation with the monitoring and evaluation platform. Also including information on the investment report and financing of the measures.
  • Information on the roles and responsibilities of the private sector (in consultation with MINEM to include relevant actors in the SWOT matrix).
  • Roadmap and proposed strategy for the implementation of adaptation measures.

(b) The information collected will be systematized to make the approach, which will be reviewed and receive contributions of MINEM, MIMP, MINCUL and MINEDU.

The review of the deliverables by MINEM and DACCD-MINAM will be carried out within a maximum period of 5 business days after the presentation of these by the consultant, followed by which the consultant will incorporate, will specify and / or reformulate the contents of the deliverable according to the feedback provided, within a period of 3 business days thereafter.

 

 

Reporting arrangements
  • The consultant will coordinate its activities with GGGI and the Directorate for Adaptation to Climate Change and Desertification (DACCD) of MINAM.
  • The DACCD and / or the representative of the sector responsible for the implementation of their NDCs, at any stage of the development of the service, may request meetings and / or information from the consultant, which may give rise to questions, queries or changes that must necessarily be resolved by the consultant. The consultant will not receive payment until these pending issues are resolved. Resolution of the changes requested does not imply extension of the contract term.
  • It is the responsibility of the contracted consultant to respect the dates contemplated in these terms of reference for the performance of the services.

 

 The consultant will follow these key considerations:

  • Coordination: the coordination for all the activities of the consultancy will be led by the General Direction of Climate Change and Desertification (DGCCD) of MINAM who will coordinate with the Ministry of Energy and Mines (MINEM).
  • Meetings and Workshops: For the successful development of the activities described below, it will be necessary to carry out at least 4 work meetings per month and 2 socialization workshops with key actors involved in the implementation of NDCs with a multi-level, multi-sector and multi-actor approach. The work meetings and workshops will be called by the Ministry of Energy and Mines in coordination with the Ministry of the Environment with the logistical support of the consultant. Likewise, the consultant will work with DACCD-MINAM and MINEM to develop the methodology of the meetings and workshops in order to achieve the desired objectives. For each meeting and workshop, the consultant will prepare a detailed record of the conclusions in order to verify the contributions of the actors. Both the work meetings and the workshops will be held virtually or, if the country's conditions allow it and it is accepted by the MINEM and the MINAM, in person as long as all the safety guidelines and recommendations are met, To carry out this type of meetings, they are issued by the government or, failing that, international institutions such as the World Health Organization, following those that are more rigorous. The expenses corresponding to the potential face-to-face workshops (rental of premises, materials, refreshments, etc. are included in the budget for the work to be carried out in this consultancy. In any case, the Ministries of Environment and Energy and Mines will seek to provide a room of meetings for workshops if conditions exist.
  • Institutional alignment: The consultant will review, update and validate the product indicator sheets and adaptation measures with the participation of various instances of the Ministry of Energy and Mines, as well as other actors involved. In this sense, the content of the products will have to be aligned with their respective competencies, instruments and intervention mechanisms.
  • Products: All corresponding products must include a digital repository with the sources of primary and secondary, empirical, technical and scientific information used. Likewise, it must have appropriate means of verification including records of participants of the meetings and / or workshops, videos of the virtual meetings, minutes, photos, or other documents as evidence of information. Annex 2: Methodological Guidelines for Updating the Product Indicator Sheets and Adaptation Measures to Climate Change has references for essential formats / templates for the preparation of the consulting products and should be used as a reference.

 

Qualifications/Experience/Expertise

The professional must present himself as a individual (not part of a business or legal entity), who meets the following profile:

 

  • Academic training: Professional with a degree in engineering, environmental sciences, social sciences, or other related subjects.
  • Training: Have specialization courses in public management, indicator management, results-based budgeting, climate change, and / or the like with a minimum of 12 teaching hours.
  • General experience: General experience in the energy sector at public or private level with at least 3 years in planning, strategic management, climate change or other consultancies related to the implementation of public policies for the electricity sector.
  • Specific experience: At least 01 year in consultancies that involve the formulation of indicators and planning activities, strategic management, climate change or issues related to the implementation of public policies that promote the sustainability of the service of water supply for energy consumption.
  • Accreditation: In light of the COVID-19 situation during the consulting term, which makes access to certain documents and certifications difficult, the consultant will make a reasonable effort to include digital copies of relevant documents that accredit his/her experience such as professional titles, prior contracts, service orders or invoices / receipts for fees or others, which clearly demonstrate qualification and requisite experience for the tasks in this Terms of Reference.
