The mission of the Green Climate Fund (“GCF”, “Fund”) is to assist developing countries to respond to climate change while bringing prosperity to their peoples.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies.  It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Position Objective

The Multilateral Governance Officer, reporting to the Multilateral Governance Manager, is responsible for supporting work related to the GCF engagement and response to the UNFCCC, UN multilateral governance processes and their synergies with the UNFCCC, and climate finance initiatives and their complementarity with GCF. The Officer will support with research and assist in the provision of climate policy advice and in responding and reporting on Board related mandates while engaging with a range of internal and external stakeholders.

 

Duties and Responsibilities

Purpose

  • Support the planning of work related to the GCF engagement and response to the UNFCCC, UN multilateral governance processes and Rio Conventions and their synergies with the UNFCCC, and climate finance initiatives and their complementarity with the GCF;
  • Assist the multilateral governance team in providing policy advisory services to support the policy formulation and engagement in response to multilateral governance processes and their synergies with the UNFCCC and climate finance initiatives and their complementarity with GCF;  
  • Preparing analytical documents, policy briefings, concept notes, operational plans, and other support materials, as required, on subjects such as UNFCCC negotiations, GCF events, Board-related matters;
  • Support OGA through the provision of inputs to feed into work related to the Board and climate policy aspects, including for internal working groups, initiatives, and joint reports;
     

Engagement

  • Manage and organize work of the Office of Governance Affairs on multilateral governance, including input to operations of the GCF, strategic engagement and analysis and operations of the Board;
  • Liaising with divisions within the Fund to facilitate the implementation of COP guidance/Board mandates, providing technical inputs upon request;
  • Assisting in the preparation of Board meetings, including through providing organizational and analytical support as required;
  • Support the Fund engagement in climate finance events, meetings, and relevant fora as required and assist outreach to a wide diversity of stakeholders and partners of the Fund;
     

Delivery

  • Monitor, analyze and socialize relevant multilateral governance processes and their synergies with GCF and climate finance and develop support materials to advise Fund operations, as needed;
  • Support in the development of the annual report of the GCF to the Conference of the Parties and liaise with relevant divisions within the Secretariat on the implementation of the Guidance from the COP to the Fund and related Board mandates;
  • Assist in the preparation of Board meetings as needed; and 
  • Other activities as required in support of the work of GCF on multilateral governance. 

 

Required Experience and Qualifications*

  • Master’s degree in international relations, environmental policy, economics, finance, sustainable development, climate policy or related fields; 
  • A minimum of four (4) years of relevant work experience, including involvement in implementation of climate and environmental policy and finance processes; 
  • Desirable experience in climate finance or development finance; familiarity with multilateral climate
  • funds, project financing, and the UNFCCC;
  • Ability to read and communicate (written and spoken) fluently in English; the ability to read and communicate in one or more other major languages (French, Spanish, Russian, Chinese, Arabic) is desirable; 
  • Ability to work under pressure, under strict timelines, and at high speed, for the delivery of tasks related to the post with high quality and timeliness; 
  • Suitability to undertake the responsibilities mentioned above at the required level, with the following: 

                 a. Proven application of expertise; 

                 b. Able to act as a team leader when required, with supervision from the team head;

                 c. A team-player with a proactive and can-do attitude; 

  • Experience of establishing strong working relationships with colleagues from different functions and cultures; 
  • Familiarity in communication with government officials, representatives of regional groups and a range of stakeholders is an advantage; 
  • Effective analytical and organizational skills, sound judgment, decision-making abilities, be tactful and diplomatic and be capable of working under strict timelines; 
  • Works collaboratively with colleagues to achieve organizational goals; 
  • Outstanding planning and organizational skills are required, identifying priority activities and assignments; adjusts priorities as required; 
  • Identifies strategic issues, opportunities and risks; and delivers outputs for which one has responsibility within prescribed time, cost and quality standards;
