Education Consultancy on Learning Outcomes

NRC Jordan Country Office is looking for a consultant to undertake a comparison of the learning outcomes acquired by students at all levels of primary and secondary education in Jordan and Syria.
In particular, the research aims at:
Assessing the academic preparedness of Syrian refugee students living in Jordan and the potential outcome of their placement tests or national exams, and their subsequent placement in Syria, based on their education from Jordan.
Informing the potential type and level of assistance required in Jordan and Syria to support students’ academic preparedness to engage in the formal education in Syria based on their education in Jordan. In particular, the research will need to point out the discrepancies that should be addressed by a potential support programme aiming at increasing students’ chances to be successful when returning to Syria.
Scope of the consultancy:
The consultancy is estimated to require approximately 60 working days spread over a period of 4 months. The consultancy will consist in a desk review and relevant stakeholder consultations, if needed. Presence in Jordan is not mandatory but routine consultation with NRC Jordan will be required throughout the consultancy.
Deliverables:
Inception report.
Presentation of the research findings.
Full narrative report on the detail findings including recommendations for advice and service provision.
Write a policy brief of maximum 8-10 pages recapping the results of the research and geared towards a broad audience.
Experience and qualifications:
Experience working on developing and reviewing education curricula
Experience working on the MENA/Jordan/Syria formal education context
Experience in refugee/IDP/ humanitarian/transition contexts
Experience working with humanitarian or development organizations
Fluency in English and Arabic, both written and verbal
Relevant university qualifications
A minimum of ten years of relevant professional experience
