Organizational Context

UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. Its mission is to promote and accelerate inclusive and sustainable industrial development (ISID) in developing countries and economies in transition. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the recently adopted 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate in SDG-9, calls for the need to "Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation". Accordingly, the Organization’s programmatic focus is structured in three thematic priorities: * Creating shared prosperity * Advancing economic competitiveness * Safeguarding the environment. UNIDO delivers its services through the following four complementary and mutually supportive core functions: (a) technical cooperation activities; (b) analytical and policy advisory services; (c ) standard- setting and compliance and (d) convening and partnership role. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices. The Directorate of Environment and Energy (EAE), headed by a Managing Director, aims to integrate and scale-up the energy and environment activities focusing on supporting governments and industries to provide sustainable and resilient soft and hard infrastructure for industrial development, supporting industries to contribute to climate neutral circular economy, and supporting governments and industries in fulfilling national commitments under multinational climate and environmental agreements. The Directorate consists of the Department of Environment (EAE/ENV) and the Department of Energy (EAE/ENE).

This position is located in the Climate Technology and Innovation Division (EAE/ENE/CTI) Within the Department of Energy, the Climate Technology and Innovation Division is responsible for supporting Member States with access to and uptake of low-carbon, climate-friendly and clean energy technologies, innovations and entrepreneurship. The Division is responsible for enhancing the use of low-carbon technologies by industry and local communities, thereby contributing to climate mitigations and resilience in recipient countries. The CTI division has been working on global programmes such as The Global Cleantech Innovation Programme (GCIP), The Private Financing Advisory Network (PFAN), The Low Carbon Low Emission Clean Energy Technology Transfer Programme (LCET) and Geothermal power generation programme with thematic priorities including enterprise development, technology value-chain development and investment facilitation. In conjunction with these global programmes, the CTI also works on in country projects such as to provide innovative approaches for promoting social equality and economic growth including, e.g., improvement of water supply, public health and general environmental quality by introduction of innovative water sanitation systems.

PROJECT CONTEXT Reduction of GHG emission through promotion of commercial biogas plants in Cambodia. UNIDO, in close cooperation with the Global Environment Facility (GEF), is supporting the government of Cambodia through a GEF-funded project to promote the usage of biogas technology for electricity generation on commercial animal farms in Cambodia for rural electrification, reduce greenhouse gas (GHG) emissions, mitigate adverse impacts on public health due to improper disposal of animal waste currently practiced by most plant owners, as well as to ensure long-term sustainability of the technology. Cambodia has one of the lowest electrification rates in Asia, owing to its poor investments in the electricity sector and inadequate exploitation of available renewable energy. Only 40% of the rural population is connected to the grid with around 55% of the rural population using automobile batteries for their electricity needs, 3% using their own individual power generating units, and 36% having no access to electricity. In the absence of grid electricity provision, small independent private entrepreneurs supply electricity to the nearby areas using diesel generators to satisfy the rural electricity demand. Usage of diesel generators further increases Cambodia’s vulnerability to climate change. Biogas based mini-grids hold great promise for Cambodia in addressing climate change risks and providing access to energy for its whole population. The rural electricity situation in the country can be significantly improved if commercial biogas power plants are implemented. The project proposes an innovative solution for solving the low rural electrification rate and waste management by way of livestock waste based electricity generation in Cambodia. It also promotes investments in commercial biogas plant on a private-public partnership (PPP) basis to demonstrate biogas projects for a cumulative of at least 1 MW installed capacity leading to the scaling up of biogas technologies. This project is expected to have a significant impact on the electrification rate of the surrounding communities and farms, which currently depend partially on grid and partially on diesel generators. The excess electricity will help to promote Inclusive and Sustainable Industrial Development (ISID) as well as productive activities. The project is especially keen on strengthening human and institutional capacities. This is achieved through the establishment of a Biogas Technology and Information Centre (BTIC) with the chief aim to serve as a repository centre of the nation and provide technical trainings and services on commercial biogas project development to various stakeholders such as pig farmers, project developers and investors, policy makers, financial institutions, researchers as well as local engineering companies. In this context, UNIDO is recruiting a Deputy National Project Coordinator to support the project management unit based in Phnom Penh. Duty station: Phnom Penh, Cambodia Approximate duration: 12 months

Main Functions

The selected Deputy National Project Coordinator is expected to provide support to all UNIDO projects in the area of Energy in Cambodia. Under the direct supervision of the UNIDO Country Representative (UCR) in Cambodia and the Project Manager in Vienna, and in consultation with the National Project Coordinator (NPC), the Deputy Project Coordinator is specifically required to perform the following tasks: - Act as National Project Coordinator in the absence of the National Project Coordinator; - Liaise with the national counterparts, supplier, partners, stakeholders and international consultants for the planning, coordination, management and monitoring of project activities and events in consultation with the NPC; - Collaborate with the NPC to implement the project, which includes the development and update of the work plan; provide supervision of contracted services; organize and conduct field visits; organize and conduct in close coordination with counterparts workshops; - Assist the NPC to monitor project implementation, e.g. provide regular reports and support the terminal evaluation of the project; - Make logistical, financial and administrative arrangements for recruitment, subcontracting, equipment purchase, training and meetings, in-country travel of experts working on the project; - Support Quality Assurance activities carried out by the Project Manager and/or the Head of UNIDO Operations in Cambodia; - Cooperate with UCR and NPC to develop new project concept note for promotion of RE; - Liaise with Administrative and Financial sections of UNIDO HQs and UNDP Cambodia for necessary clearance and actions; - Organize and manage the project’s files, provide necessary information when required for reporting and presentation purposes; - Assist UCR to maintain good communication with Regional Office, HQ, key government ministries and other UN agencies; - Take pro-active approach towards developing advocacy material and information to disseminate project results including newsletters, project fact sheet, articles, brochures, publications, social media, etc. in coordination with the NPC, PM and other stakeholders.

Minimum Requirements

Education

Advanced university degree in natural resource or environmental management, engineering, international relations, business administration or other relevant discipline with a specialization in sustainable energy, climate change.

Languages

Fluency in Khmer and English, both written and spoken.

A minimum of three (3) years practical experience in the field of renewable energy technologies preferably with experience at the international level. Exposure to the needs, conditions and problems in developing countries. Excellent knowledge Microsoft Office (Word, Excel, PowerPoint).
