The mission of the Green Climate Fund (“GCF”, “Fund”) is to assist developing countries to respond to climate change while bringing prosperity to their peoples.

Position Objective

Under the guidance of the Head, OPM, the Senior Results and Data Management Specialist will build/operationalize a Fund – wide (integrated) results and resources management architecture and data management system. S/he will also take the lead in building Secretariat – wide portfolio data governance and learning initiatives for Funded Activities, the Project Preparation Facility (PPF), and the Readiness and Preparatory Support Program (RPSP).
The Specialist will be acting as a central point for Fund – level results – based analyses, reporting, and portfolio-level data management, knowledge capture. S/he will spearhead analysis and extraction of information to guide portfolio management actions and ensure the successful implementation of projects throughout the lifecycle, formulation of interventions and corrective actions based on lessons learned. S/he will also lead key functions, including but not limited to: (1) developing and implementing strategies for impact/outcome – level results and knowledge capture on the GCF portfolio (2) establishing and updating portfolio performance management systems and (3) reporting on results, portfolio performance to various internal and external stakeholders. 
S/he will demonstrate a sound knowledge of integrated results and resources management systems, monitoring and evaluation (M&E), good grasp of data management, capacity development around results-based management strategies, and knowledge capture and learning. 
 

Duties and Responsibilities

Purpose

  • Lead efforts on the development and operationalization of GCF’s integrated results and resources management architecture, including robust measurement, verification and reporting systems for mitigation and M&E systems for adaptation;
  • Conduct gap analysis on the status of the portfolio through a system – based results management approach and by using state – of – the art data management and learning methodologies; 
  • Provide support to various types of evaluation methodologies while ensuring lessons and knowledge are captured and disseminated, using qualitative and quantitative measures;
  • Act as a central point for portfolio – level results analytics across the Secretariat;
     

Engagement

  • Lead data governance across the GCF portfolio for Funded Activities, RPSP, PPF;
  • Operationalize portfolio and data management functions, by establishing required systems, manuals and operational procedures;
  • Optimize impact, outcome – level results and knowledge capture with support of relevant divisions/teams;
  • Spearhead use of portfolio information and analytics to guide management actions and strategies to ensure portfolio balance, health and timely, adequate implementation of projects throughout the lifecycle;
  • Identify early warning signals and  provide information to guide formulation and evaluation of  interventions, corrective actions based on portfolio – level quantitative and qualitative analyses, lessons learned and review of project progress reports such as annual performance reports, financial reports, and interim/final evaluation reports;
  • Provide leadership to the development and updating of a Portfolio Performance Management System (PPMS) and other portfolio management platforms in cooperation with ICT and relevant divisions/offices;
  • Provide technical guidance to relevant divisions and accredited entities in defining M&E data requirements considering project and entity specificities in Funding Proposals, Funded Activity Agreements, and Accreditation Master Agreements as per GCF Board – approved frameworks such as the Results Management Framework (RMF), Performance Measurement Frameworks (PMFs) and Monitoring and Accountability Framework (MAF);
  • Implement M&E data input guidelines for GCF operations, in compliance with the newly designed and integrated results and resources management framework and MAF;
     

Delivery

  • Lead efforts on the development of GCF portfolio status reports on Funded Activities, RPSP, PPF and other portfolio–related reports;
  • Liaise with internal and external stakeholders to address portfolio – related information requests e.g. GCF Board, Conference of the Parties (COP), UN Agencies, OECD, GEF, and other key contributors;
  • Ensure data integrity of the GCF portfolio by regularly validating portfolio data against GCF documents e.g. Board documents, frameworks, policies, Funding Proposals, FAAs, AMAs, and project progress reports;
  • Demonstrate leadership in troubleshooting problems on data collection, analyses, and reporting;
  • Collaborate in the design and elaboration of data – related concepts such as a glossary of terms and taxonomy;
  • Supervise the work of colleagues, including full – time staff, consultants and interns working under the results and data management workstream;
  • Represent OPM and the GCF Secretariat in external conferences and meetings by directly engaging with national designated authorities and AEs and addressing issues/concerns, as required;
  • Provide organizational and substantive support for GCF Board meetings, missions, conferences, and other events pertaining to the functioning of the OPM, e.g. preparing portfolio briefs for the Office of Executive Director/Head, OPM/other relevant divisions and offices;
  • Carry out any additional tasks as assigned by the Head, OPM. 
     

Required Experience and Qualifications*

  • Master’s degree in social sciences, development studies, environment, economics or other related fields;
  • Proven team management experience with strong supervisory, mentoring and coaching skills;
  • Minimum of 11 years of relevant work experience;
  • Strong experience in results-based management, optimization of M&E protocols/toolkits, portfolio-level monitoring/management, and knowledge capture in climate change and/or development programming;
  • Strong knowledge of GCF’s working modalities and financial instruments (grants, loans, guarantees, and equity);
  • Sound expertise in the application/operationalization/visualization of data – sets within portfolio monitoring and management;
  • Experience in establishing strong working relationships with colleagues from different functions and cultures;
  • Excellent knowledge of the UNFCCC framework and comparable climate finance mechanisms, especially in the context of results-based management, M&E, and portfolio management;
  • Proved track record in taking up leadership positions and working independently;
  • Strong competency and proficiency in integrated results and resources management, data analytics and management;
  • Proficiency in applying results metrics and mixed M&E methods, tools in complex climate change projects;
  • Strong competence and professional skills in standard software such as Excel, Word, PowerPoint, Outlook, and Access;
  • Significant experience working across the project implementation lifecycle and with diverse financial instruments;
  • Excellent written and oral communication skills in English;
  • Knowledge of another UN language would be an advantage;
  • Willingness to travel, as and when required.
