Overview of position
In 2006, the Department of State/ International Narcotics and Law Enforcement (DoS/INL) established the Corrections System Support Program. Under this program, INL initiated the design and build of the Wardak prison, consisting of 38 buildings and pieces of supporting infrastructure. In late 2013, INL transferred the Wardak prison to the Afghan Ministry of Interior (MOI) and initiated a one-year warranty period.
In 2017, SIGAR conducted six site visits to Wardak prison, noting several life and safety deficiencies at the prison (including 8 design and 9 construction-related ones). SIGAR published the final report on July 2018.
In line with the SIGAR findings, INL approached CTG to discuss infrastructure support for Wardak prison, focusing on completing repairs to the facility and fulfilling SIGAR’s recommendations.
 
Role objectives
  • Plans and manages the operation of the Water and Sanitation Unit, for both current as well as future mission's requirements for water, environmental and sanitation.
  • Analyses and advice on the planning, design, construction, and maintenance of water.
  • Supply systems, including source development, treatment, storage, and distribution.
  • Analyses and advice on the planning, design, construction, and maintenance of wastewater systems, including collection, treatment, and discharge.
  • Implements Department of Peacekeeping Operations’ environmental guidelines and advice on the planning, design, construction, and maintenance of environmental systems and services and other environmental engineering activities in the mission.
  • Evaluates, reviews, and revises project documents, and analyses design specifications included in project proposals for accuracy, soundness, feasibility, and cost.
  • Recommends solutions to water, environmental, and sanitary engineering problems.
  • Develops mission policy and guidelines for general planning, operation, and maintenance of the water, environmental, and sanitation programs.
  • Develops teamwork and close coordination with the mission’s engineering units, military engineer officers, battalion engineer officers, and procurement section.
  • Construction and maintenance projects progress in accordance with planned schedules.
  • Effective management and supervision of engineering projects related to water, wastewater and sanitation, and their preventive maintenance program, water, sanitation, well Competencies.
  • Make frequent monitoring visits to the construction project sites in respective provinces to make sure the projects are completed within contract duration, defined quality, and approved budget.
  • Directly responsible for setting out, leveling as well as quality, quantity, and cost control of the project and proper administration of contract at the site. 
  • Arrange kick-off and follow-up meetings with contractors and Review project implementation schedule for each contract against contract agreements and initiate the contract extension process if required.
  • Provide data in respect of variation orders and site instructions as well as identify problems and constraints if any, and provide technical advice to implementing agency for taking corrective actions in the field.
  • Resolve technical problems at the site and the certification of construction work at the site.
  • Assist in record keeping and generating progress reports.
  • Conduct all completion inspections – punch-out, pre-final, and final acceptance. 
  •  Check to assure all materials and /equipment have been tested, submitted, and approved. 
  • Review all submittals to ensure compliance with the plans and specification
  •  Inspect all material delivered, at the time of receipt, to ensure compliance with submittals, and specifications.
  • Perform other duties as may be assigned.

Reporting directly to the Project Manager
Key competencies • Demonstrated planning and organizational skills and ability to coordinate the work of others, work on tight deadlines, and handle multiple concurrent activities;
• High degree of personal initiative and willingness to accept wide responsibilities;
• Excellent interpersonal skills, ability to establish and maintain effective working relationships in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
• Excellent communication skills (spoken, written and presentational), including the ability to present sensitive issues/positions and to write reports and technical decisions quantitatively justified;
• Proficiency in the usage of computers, office software packages, and advanced design management software.
• Competent user of project control software, such as MS Project, and AutoCAD.
• Excellent knowledge of both written and oral English is required

  • Establishment of procedures with time limits for inspection, sampling and testing of works and all other electrical requirements.
  • Implementation and monitoring of quality assessments. Supervises the Quality Control functions/activities of a project or its parts, including Quality Control inspection schedules and the collection of Quality Records. 
  • Review all submittals to insure compliance with the plans and specification
  • Daily/Weekly/ Monthly report to the Project Manager on project progress activities.
