Introduction

The position is located in the Strategic Programming and Management Department (PROGRAM) within the Management and Reform Portfolio.  PROGRAM advises the Director-General and provides guidance, advice and assistance to ILO management and staff on programme planning, implementation, reporting and resource allocation.  It has responsibility for preparing the ILO's Programme and Budget and related documents. Its work is based on results-based management and budgeting to ensure organisational effectiveness and efficiency.

The position reports to the Director of the Department.

Specific Duties
  1. Lead policy research and analyses on results-based strategic planning, system and process design. This includes responsibility for keeping abreast of latest emerging trends, identifying gaps and exploring innovative approaches in strategic planning. Undertake and manage in-depth studies to contribute to ILO strategic planning processes. 
  2. Coordinate the preparation of the ILO strategic plan and contribute to the preparation of the biennial programme and budget and programme implementation report. Provide advice and support the preparation of governance documents on programming matters.
  3. In conjunction with the Director, lead and coordinate support in promoting and applying results-based management throughout the Office. Develop relevant policies, guidelines and tools. Ensure effective guidance to managers and staff on the development, implementation, monitoring and reporting of Decent Work Country Programme (DWCPs).  Develop recommendations to facilitate the ILO’s contribution to the implementation of the 2030 Agenda for Sustainable Development through the Common Country Analysis/United Nations Sustainable Development Cooperation Framework.
  4. Coordinate and facilitate innovation, knowledge management and capacity development on results-based management. Identify options and advise on innovative measures for enhancement on integrated budgeting and results. Develop and review training materials and oversee training activities on programming matters.
  5. Monitor programme implementation across the office to ensure conformity with the Organization's administrative and budgetary objectives and ensure that reporting on programme implementation meets high standards of accuracy, clarity and completeness. Provide authoritative advice to managers both at headquarters and in the regions on delivery and negotiate mutually acceptable solutions to enhance effective and efficient performance.
  6. Provide programmatic inputs to Office documents, in particular reports prepared for the Governing Body and the International Labour Conference, and coordinate within PROGRAM follow-up to relevant governance decisions that affect the ILO programme. Provide advice to support strategic, evidence-based decision-making processes, in particular to ensure that the programmatic implications of ILO governance organs’ decisions.
  7. Build and maintain strong partnerships with UN and non-UN entities to share good practices, knowledge and lessons learned on issues related to strategic planning, including related methodologies and tools.
  8. Perform other relevant duties as assigned.

Generic Duties

1. Undertake or manage in-depth studies and evaluations of major components of the ILO's programme - taking into account sensitive political, personnel and resource issues - in order to identify options and to advise senior management on changes in structures, procedures, responsibilities and resource levels.


2. Develop new policies, procedures and practical guidance on major areas of programming work, such as Programme Support Income and Programme Allocation Changes. Develop methods for allocating special resources, identify problems or exceptions, monitor resource use and, where necessary, recommend adjustments or corrective action.


3. Resolve resource problems brought by managers. Analyse staffing situations in technical programmes and advise managers. Recommend supplementary allocations and programme adjustments, taking into account political implications.


4. Represent the organization at inter-agency, governing body and other high level meetings. Present reports, documents and recommendations dealing with programme and budget matters.
 

Required qualifications
Education

Advanced university degree in economics, business or public administration, social science or other related field.

Experience

More than ten years of professional experience in strategic planning, programme management, implementation, of which at least five years at the international level. Experience in strategic policy analysis and advice would be an advantage.

Languages

Excellent command of English and a working knowledge of another official language (French, Spanish) of the Organization. Knowledge of a third official language of the Organization would be an advantage.

Strong strategic thinking with excellent quantitative and qualitative analytical skills. Excellent knowledge of the Organization's policies, procedures, practices and programmes. Strong technical knowledge of technical fields of the ILO. Seasoned knowledge of results-based management and experience in designing and applying related practices and tools. Excellent drafting skills with proven ability to undertake complex policy analyses and to produce policy reports. Demonstrated ability and skills on consensus building and problem solving through effective communication, engagement, persuasion, consultation and negotiation.   Discretion in handling confidential information. Strong leadership and managerial skills, and proven ability to motivate, train and supervise other staff.

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
