Protection is a core sector within DRC, with protection interventions playing an integral part of DRC’s programming in almost all of the 40 countries DRC is operational. DRC has been an active member of the Global Protection Cluster (GPC) since its formation in 2005 and currently co-leads several country level protection clusters or working groups. DRC is a member of the GPC’s Strategic Advisory Group (SAG) and has been co-leading the GPC’s PIM and Analysis Task Team. Since 2015, DRC has been co-leading, with UNHCR, the global Protection Information Management (PIM) Initiative with the objective of providing quality data and information on people in displacement situations in a safe, responsible, and meaningful way, for which the ‘PIM Conceptual Framework’ offers a disciplined and structured approach.

Background

In February 2020, the Global Protection Cluster (GPC) launched its Strategic Framework 2020- 2024, outlining its strategic direction, key priorities, and reformed governance structure. Within the new governance structure of the GPC, the GPC Task Team on PIM and Analysis has transformed into a permanent ‘Information and Analysis Working Group’ (IAWG).

The purpose of the IAWG is to enhance protection clusters’ capacities on information management and analysis, and the application of the PIM Conceptual Framework for quality protection outcomes. The IAWG has four areas of work including: 1. Protection analysis; 2. Humanitarian programme cycle guidance; 3. Response monitoring; 4. Learning and capacity building. These four areas of work aim to support the effective implementation of Protection Clusters’ core functions, ensuring that protection concerns of affected populations drive strategic and programmatic decision making, and that protection remains central to humanitarian interventions.

About this Position

DRC is a looking for a ‘PIM Officer to co-lead the IAWG. The PIM Officer will be based out of Geneva, Switzerland and report the Head of the Global Protection Unit, based in Copenhagen, Denmark.

The primary role and responsibility of the PIM Officer will be to co-lead the IAWG and contribute to the IAWG’s four areas of work while maintaining a primary (or main) focus on work stream 1. Protection analysis and 4. Learning and capacity building. While undertaking co-leadership of the IAWG, the PIM Officer will contribute to the PIM Initiative and its Strategic Framework 2020 – 2021 as well as the International Rescue Committee’s (IRC) and DRC’s Results-Based Protection Analysis project.

Duties and Responsibilities

In collaboration with the IAWG lead and IAWG members, the PIM Officer will co-lead the IAWG and support the working group to achieve its objectives of:

• Promote and support predictable, collaborative and harmonized protection information management and analysis systems and processes by field clusters;
• Guide the GPC’s engagement and harmonized contributions to interagency humanitarian needs analysis, response planning and monitoring processes and initiatives;
• Enhance the capacity of protection clusters to collaboratively undertake quality protection analysis to inform humanitarian response planning and monitoring, through readily available tools, guidance and training activities;
• Strengthen synergies and complementarities for protection data collection and analysis through strategic partnerships and engagement with data collection partners and initiatives;
• Identify and support the dissemination of guidance, tools and partnerships needed to integrate protection information and analysis into development and cooperation plans;
• Foster PIM learning and sustainability by identifying good practices, lessons learned and tools developed and applied at field level, for documentation and sharing on existing PIM communication platforms.

Other tasks, undertaken in collaboration with the IAWG lead, include:

• Organize and co-chair IAWG monthly meetings
• Leading and monitoring the overall development of the agreed work plan
• Encourage active participation and contributions from all IAWG members
• Support coordination of activities and workstreams to ensure that objectives of the IAWG are met
• Provide support to field level protection clusters in relation to IAWG workstreams and priorities
• Ensure synergies with and represent the IAWG at interagency information management and/or analysis fora
• Foster linkages with other GPC, AORs and SAG partners task teams, reference groups or other relevant initiatives / processes
• Report and provide updates to the GPC SAG when requested

Experience and Technical Competencies

• Minimum 5 years of combined field and HQ experience working in protection functions in humanitarian response situations, preferably coordinating roles, in IDP and / or refugee response settings
• Demonstrated knowledge and understanding of protection information management and analysis
• High level of familiarity with protection norms, standards and understanding of a holistic approach to protection, and the ability to incorporate these into operational and technical solutions
• Excellent interpersonal and coordination skills and ability to establish and maintain effective partnerships and collaboration across institutional mandates
• Demonstrated ability to manage and coordinate diverse issues simultaneously and to develop clear goals, establish priorities and allocate time and resources appropriately
• Excellent communication - written and oral presentation skills in English, with other UN languages being an advantage.

We offer

Contract length: 12 months – Fixed Duration National Contract – 100% occupation

Salary: According to DRC Geneva salary scale - Final offer considering individual qualifications

Following Swiss regulations, DRC offers accident and travel insurance for all Geneva based staff. All staff have to pay tax, social security and pension contributions according to Swiss law and a valid Swiss health insurance (not covered by DRC) is mandatory.

DRC does not pay any additional allowances (relocation, schooling etc).

Please note that due to questions related to work and residence permits and Swiss labor regulations, Swiss nationals, citizens of Schengen-countries and applicants with existing work and residence papers for Switzerland have a certain preference. Yet, we want to clearly state that the lack of above-mentioned specifications is not a ground for rejection of applications.
