1.     Organizational Context

 

  1. Organizational Setting

     

    The post is located in the Innovation and Knowledge Infrastructure Department, which contributes to WIPO's Strategic Goal of the Coordination and Development of Global Intellectual Property (IP) Infrastructure, in particular the enhanced access to, and use of, IP information by IP institutions and the public to promote innovation and creativity. The Partnerships, Platforms and Tools Section is responsible for the development of the Access to Research for Development and Innovation (ARDI) and Access to Specialized Patent information (ASPI) programs, as well as for the technical aspects of the WIPO Index of Specialized Patent information Reports (WIPO INSPIRE) and eTISC community platforms and related activities.

     

  2. Purpose Statement

     

    The main role of the incumbent is to manage the work of the Section and to work closely with the senior management, staff of IP and technical institutions and third party information suppliers to collaboratively develop and deliver projects on the effective utilization of IP system knowledge for the promotion and support of innovation in developing and least developed countries.  The incumbent is responsible for the development and delivery of partnerships, IT platforms and tools to support the provision of value-added services by national innovation support services and TISC networks.

     

  3. Reporting Lines

     

    The incumbent works under the supervision of the Senior Director of the Innovation and Knowledge Infrastructure Department.

     

  4. Work Relations

     

    The incumbent works in close coordination with members of the Technology and Innovation Support Division and other parts of the Organization including the Development and Global Issues Sectors and the ICT Department.

     

     

2.     Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Manage the Section's work plans, set performance indicators, determine priorities and assign work, ensuring the timely and quality delivery of work products in accordance with commitments and results-based management, in particular with regard to the development of the ARDI and ASPI programs, as well as of the WIPO INSPIRE, Project and Performance Management and eTISC community platforms, Patent Register Portal and various e-learning tools.

 

b.   Supervise the staff of the Section, monitor and provide regular feedback on performance; conduct performance evaluation meetings and ensure timely finalization of performance evaluation exercises;  assign, monitor and review the work of external contractors.

 

c.   Coordinate and support the preparation of content and collection of data for the different platforms, as well as the creation of new, and the further development and integration of existing, platforms and tools within the WIPO Knowledge Network.

 

d.   Coordinate, develop and maintain regular contacts with Member States, patent information user groups and other stakeholders regarding the promotion, further development, expansion and use of the different platforms to ensure sustainability of TISC networks.

 

e.   Plan, organize, conduct and participate as a resource person in seminars, workshops and training courses on technology and innovation support services, in particular on WIPO partnerships, platforms and tools; prepare training materials and presentations.

 

f.    Represent the Department at seminars, workshops and meetings with a view to providing advice and sharing knowledge externally on project activities and outcomes and developing future projects related to the effective utilization of IP information.

 

g.   Perform other related duties as required.

 

 

3.     Requirements

 

Education (Essential)

Advanced university degree in computer science, information systems, science, business administration, law or related field. A first-level university degree in one of the afore-mentioned disciplines plus an additional two years of relevant experience in addition to the essential experience mentioned below may be accepted in lieu of the advanced university degree.

 

Experience (Essential)

At least seven years of relevant professional experience, including experience working with IT tools and platforms, providing IP information services and implementing related projects.

 

Language (Essential)

Excellent knowledge of spoken and written English or French and good knowledge of the other.

 

Language (Desirable)

Knowledge of other official UN languages.

 

Job Related Competencies (Essential)

Good knowledge of ICT principles and concept and information infrastructure.

Good knowledge of current project management methodologies such as the Logical Framework Approach (LFA), or Project Cycle Management (PCM).

Excellent knowledge of the IP system, in particular of IP information.

Ability to communicate information clearly, both orally and in writing.
Ability to assess the need for, gather, and disseminate information.
Excellent analytical and organizational skills.
Ability to work on own initiative and as a member of a team.
Good communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multi-cultural environment with sensitivity and respect for diversity.
Competent user of Microsoft Office applications including Word, Excel, Outlook and PowerPoint, and the internet; ability to adapt quickly to new software.

5.        Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the March 2020 rate of 78.2%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
