Project Overview

ICMPD is inviting all interested candidates to apply forthe MRC Coordinator for the project Improving Migration Management in the Silk Routes Countries. One component of this project aims at establishing a Migrant Resource Centre (MRC) in Baghdad, Iraq.

The current migration situation in Iraq is strongly related to the political, economic and security situation in the country. Iraq is also a source country for migrants and asylum seekers, also strongly related to the political, economic and security situation in the country over past decades. In view of the aggravated Covid situation, the vulnerability of the population to trafficking, migrant smuggling and labour exploitation is likely to increase.

In view of the overall situation, the clear priority of the government is to address the internal displacement of its population, and there have been a number of government policies and initiatives developed in recent years to respond to those needs. In response to these challenges, the EU funded project “Improving Migration Management in the SilkRoutes Countries” seeks to support the national institutions of Iraq, namely the Ministry of Labour and Social Affairs (MOLSA), with the establishment of a Migrant Resource Centres (MRC) in Baghdad. Through collective collaboration of other key stakeholders at federal and provincial level, the centre aims to increase accessibility to general and specific information on migration, providing potential migrants with information and counselling, linking up with the diaspora communities, as well as raising awareness on irregular migration and its related risks

In this regard, ICMPD is seeking applications from qualified and results oriented Iraqi citizens for the positionoftheCoordinator,MigrantResourceCentre.ThepositionisBaghdadbasedwithtravelwithin the country.Job Description

The MRC Coordinator is responsible for the management, coordination and implementation of the MRC activities.The MRC Coordinator administers MRC inputs, organises activities and is responsible for a timely achievement of high-quality outputs within his/her area of work. The MRC Coordinator generates substantive outputs and MRC content as well as contributes actively to the overall MRC project component in Iraq. The MRC Coordinator supervises the work of MRC counsellors based in MOLSA.TheMRCCoordinatorwillreportdirectly to the MOLSA andICMPD. S/hewill also workclosely with the responsible ICMPD project team, ensuring effective implementation of the MRC activities. The MRC Coordinator will furthermore work closely with the ICMPD Country Coordinator based in Baghdad, to seek technical input, networking with stakeholders and liaise with government authorities.

Tasks and Responsibilities

A comprehensive overview of the duties and responsibilities associated with this role can be found below:

Ensure timely, efficient and effective implementation of MRC activities and adjust the work plan when and where necessary to ensure that the outcomes and outputs are aligned with national priorities and frameworks of the overall project and relevant Ministries;

Monitor all project activities, expenditures and progress and provide feedback to the project implementation team on MRC strategies and activities;

Draft ToRs, identify potential consultants for the tasks and management of the development of various materials and handbooks to be used by the centre including information materials for migrant workers (including printed and video materials), and the operational guidelines for the running of the centre;

Manage,trainandmentortheMRC teamto ensureeffective,efficientandtimelyimplementation of the MRC activities;

Manage, plan and coordinate the work of other staff of the MRCs including four counsellors in Baghdad;

Managing day-to-day operationalisation of the MRC to ensure effective information and service delivery to potential migrant workers who come to the MRC;

Providing migration counselling to a variety of clients who visit and attend the MRC, including initiating and following up on referrals, linking them with technical and vocational institutes to upgrade their skills;

Serve as focal point and liaison for all communication and correspondence concerning the MRC and MOLSA;

Ensure timely procurement of the material for the MRC, staff recruitment and services required for events/missions;

Collectinformationfromallconcernedstakeholdersofservicesandongoingprogrammes/projects regarding prospective migrants and migrant workers, and establish referral mechanisms for prospective migrants and migrant workers;

Identify potential information to be included in informationmaterials (including printed and video materials). Design and develop IEC material to share information with MRC visitors; Providing paralegal advice to pre-departure migrants, migrant workers, returned migrants and members of their families;

2 Contribute to pre-departure and post arrival orientation courses and trainings delivered by the MRC counsellors;

Contribute to the trainings targeting the representatives of the government, media and the civil society;

Running the filing system that tracks the movements of clients who have accessed MRC services and protects copies of documents;

Entering data for each client on a regular basis, using the completed client cards (or similar); Organisingandrunningoutreachactivities,organiseandparticipateinrelatedeventstoshareMRC intervention and material;

Coordinate and work closely with the MRC counsellors and provincial government officials in organising and implementing outreach activities in the community, schools, universities and technical training institutes;

Carry out regular visits to the fields/ activity sites to assess program performance in line with the budgets, work plans and facilitate in order to ensure cost effectiveness and efficiency in the delivery and implementation of the activities

Efficiently documenting relevant information such as maintaining all forms of reporting and data collection using appropriate data collection methods, including client cards (or similar tools); Drafts documents, meetings agendas/ minutes, work plans and budgets; organises, prepares and participates in meetings, seminars, workshops and missions;

Ensuring the MRC waiting area and counselling space is appropriately stocked with materials for potential migrants and their family members and maintaining the library of resources; Timely preparationand submissionof weekly, quarterly andannual progressreports,expenditure plans and advance budget requests on agreed formats;

Maintain MRC financial expenditures within the budgetary limits and submit monthly financial report on office and activity expenditures.

Submit all necessary documents for the processing of payments to vendors Perform other duties, as required

Key Results

Effectively set-up and operationalise the first Migrant Resource Centre in Baghdad Develop a results-based implementation work plan for the activities pertaining to the establishment and operationalisation of MRCs in Baghdad

Effective delivery of MRC outputs in a timely and qualitative manner

Development of key messages, visibility and outreach material

Submit MRC achievements assessed and lessons learned generated

Incumbent Profile

Education:

University degree (Bachelor’s degree or higher) in international relations, law, development studies, economics, social or political science, migration studies or related field.

3Experience:

Minimum of five (5) years of related professional experience in management of projects and programmes in the field of migration.

Knowledge, skills, abilities:

Fluency in English and Arabic (oral and written proficiency) is required. Professionalexperience inprojectmanagementandmanagementofprojectteamsand/orexperts Former work experience and excellent understanding of the Iraqi administration, especially with regard to migration issues;

Prior experience and comprehensive understanding of effective service delivery, community engagement, outreach, social work or counselling;

Excellent background knowledge on recent economic, social and political developments in Iraq; Clear and sound understanding of migration issues, especially within the framework of external cooperation;

An attitude of openness and commitment to human rights and gender equality principles; Ability to plan, manage priorities to meet deadlines, and work under pressure on occasion in a highly stressful environment;

Ability to establish good work-relations with the Government of Iraq and a multinational, multi- disciplinary team

Excellent inter-personal and communication skills.

Previous experience of working with governmental and international organisations is an asset. Compensation

ICMPDoffersacompensationmonthlygrosssalarypackageof1,700EUR,aswellasaccidentinsurance and six weeks’ annual leave.
