Organizational Setting


The Division of Human Resources (MTHR), within the Department of Management, plans, acquires and manages human resources to effectively implement the IAEA programmes. It thus delivers the full spectrum of human resource services, including HR organizational development and planning, talent acquisition and development, performance management, and administration of compensation and benefits. The Division serves a multicultural workforce of approximately 2300 people from diverse scientific, technical, managerial and professional disciplines.

The HR Management Section (HMS) provides HR services to the Agency and advice to managers in the areas of recruitment, learning and development, staff relations and the business partner approach.


Main Purpose


IAEA is seeking an experienced and knowledgeable consultant to develop a tailored outreach strategy and provide technical advice and assistance on formulating its implementation plan. Under the general guidance of the Head, HR Management Section and supervision of the Unit Head, Recruitment, the consultant will be working together with internal key stakeholders to deliver the following results.


Functions / Key Results Expected


Develop IAEA's outreach strategy to enhance the position of IAEA as international organization and inclusive employer of choice, especially targeting applications from women and under-represented groups, including but not limited to\:

-  social media outreach strategy;
-  key messages to be used on online presence (Career Webpage, job boards, other platforms, etc.);
-  Employer branding initiatives to build awareness among specific talent audiences in specific job categories or even specific groups;
-  based on IAEA's workforce needs and considering gender parity, geographical representation and other factors, design outreach strategies to specifically target identified talent communities especially in the technical areas;
-  Formulate an implementation plan detailing key steps to achieve the goals, resources (both financial and human) and timelines; as well as a monitoring and evaluation plan, for tracking and assessing progress and performance of the implementation of the outreach strategy;
-  Identify and develop approaches for building partnerships with internal and external strategic stakeholders for achieving the set goals (academia, professional networks, community managers, etc.).



Qualifications and Experience


  •  University degree in Human Resource Management, Business Administration or other related field.

  • Minimum of 5 years of relevant experience in talent acquisition/sourcing including the design of outreach strategies and talent acquisition programmes. Relevant experience working in an international environment is preferred.

  • Experience in working on talent acquisition and outreach initiatives/programme is preferred.

  • Excellent written and verbal communication skills in English, working knowledge of any other UN official language (Arabic, Chinese, French, Russian and/or Spanish) desirable.

  • Ability to lead consultation processes and engage with multiple stakeholders.

  • Ability to plan and organize work efficiently and achieve the expected results.


Remuneration


The remuneration for this consultancy is a daily fee of up to a maximum of € 350, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
