Organizational Setting

FAO Partnership and Liaison Office in the Republic of Kazakhstan (hereinafter – FAO Kazakhstan) has been engaged in the implementation of a number of national and regional projects. In this regard, FAO Kazakhstan is seeking for suitable candidates for the position of Project Manager / Coordinator for current and future projects.

Reporting Lines

The Project Coordinator reports to the Head of FAO Kazakhstan, and corresponding project’s Lead Technical Officer (hereinafter – LTO). S/He will work closely with national and local consultants.

Technical Focus

Project management and capacity development\: manage and implement a project in close collaboration with national partners and stakeholders.

Tasks and responsibilities
  • Act as Project Coordinator on all project components, supervise the field work in close cooperation with the LTO and FAO officers;
  • Represent the national project team and the project, liaise regularly with national government and local governments on field activities;
  • In cooperation with the LTO, relevant Government staff, FAO officers and national consultants formulate relevant activities and work plans, including the organization of, and participation in, relevant project workshops, such as national workshops and training workshops;
  • Ensure implementation of project activities in accordance with work plan and facilitate the two-ways flow of information and knowledge between the field and national/regional project components/activities;
  • Contribute to the estimation of inputs and outputs of requested resources and required assessments;
  • In cooperation with projects experts, undertake the necessary analyses for the project;
  • Make all necessary local arrangements and logistics for the successful implementation of the project activities in accordance with the agreed work plan and schedule, including travel arrangements for employees and consultants in the project;
  • Provide leadership and contribute to the capacity building and development of national specialists and project staff for successful project implementation, including gender mainstreaming;
  • Lead the design of processes for interviewing stakeholders, and support organization of training sessions;
  • Support Subregional/Regional office for coordination of the procurement processes, supervise and coordinate developing national procurement plan and budget, supervise expenditure planning and monitoring, follow up capacity building of the national staff in following financial and procurement procedures at the national level in accordance with FAO rules and regulations;
  • Provide FAO Kazakhstan with technical and programming support in preparation and implementation of the ongoing and new technical cooperation projects and activities;
  • Prepare, contribute and submit progress reports;
  • Prepare back-to-office reports after the missions;
  • Provide required coordination for project outreach and communication plan;
  • Prepare end of assignment report.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced university degree/ or University degree with 2 additional years of experience in agriculture, rural development, agricultural economics, management, economics, environmental studies or other relevant disciplines;
  • At least five years of proven experience in project implementation and management;
  • Experience working with FAO is an asset;
  • Working knowledge of English and Russian, knowledge of Kazakh is an asset.
  • National of Kazakhstan or resident in the country with a regular work permit.

Technical/Functional Skills

  • Excellent communication skills;
  • Extent and relevance of experience on project management and implementation using result-based management; including directing the formulation of detailed work plan, setting objectives and priorities;
  • Extent and relevance of experience in supporting and facilitating multi-stakeholders processes including interacting with policy- and decision makers at various levels;
  • Knowledge and experience for carrying, monitoring and evaluation of capacity development interventions;
  • Knowledge and experience on UN system is an asset;
  • Experience in programme/project matters with international organizations;
  • Systematic and efficient approach to work assignments, good judgment and analytical ability;
  • Experience in supervision of project technical experts and group of consultants.
