Organizational Setting

FAO Country Offices, headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. FAO Lao PDR assists the Government to develop policies, programmes and projects to address the root causes of hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors and to use environmental and natural resources in a sustainable manner. FAO participates in the development and implementation of field projects in the sectors of food security, agriculture and rural development. This requires the integration within the broader framework of sustainable food and agriculture that aims at increasing production and productivity, addressing climate change, managing natural resources; enhancing rural livelihoods and disaster resilience.

Reporting Lines

Under the overall guidance of the FAO Representative in Laos and direct supervision of International Operations Specialist in close collaboration with AFAOR (programme) and technical guidance of the Lead Technical Officer.

Technical Focus

Field project implementation and technical expertise on project management, coordination, and M&E.

Tasks and responsibilities
  • Conduct day-to-day implementation of projects in Attapeu province, Lao PDR in collaboration with the International Operations Specialist, including work-plan development, management of field staff and Implementing Partner (IP) as well as supporting project budget management;
  • Work with the International Expert in designing the project M&E system
  • Monitor progress/status of planned project activities against the Project Work plan and identify required follow-up actions
  • Coordinate with other agencies, local government, and other stakeholders to ensure smooth delivery of the projects, especially with local government and WFP in selecting project beneficiary villages and households to ensure synergies and optimal results;
  • Ensure compliance with FAO policy and procedures throughout the project activities;
  • Develop tools and resources as needed in order to support project implementation or monitoring efforts, in close collaboration with International Expert;
  • Guide/support the field project officer and assistants in implementing activities on the ground and conducting the monitoring and evaluation of project implementation activities. Report any project irregularities observed for timely solutions;
  • Support documentation of project feedback hotline, including follow up and investigation of feedback received
  • Support field visits, visibility and communications activities as requested;
  • Prepare high quality and timely donor and management reports on project activities as well as progress, annual and terminal reports;
  • Provide a comprehensive handover, including ensuring transfer of all related documentation, program monitoring data and staff performance information;
  • Facilitate information sharing of project activities and outputs with relevant partners by identifying project reports and publications for wider dissemination and distribution as appropriate
  • Perform any other related duties as required
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Bachelor degree on international relations or a field related to the work of the Organization
  • 5 years of relevant experience in project management, field project implementation, and project monitoring and evaluation
  • Working knowledge of English
  • Nationality of Laos
