Organizational Setting


The General Fisheries Commission for the Mediterranean (GFCM) is a regional fisheries management organization (RFMO) established under the provisions of Article XIV of the FAO Constitution. The main objective of the GFCM is to promote the development, conservation, rational management and best utilization of living marine resources as well as the sustainable development of aquaculture in the Mediterranean and the Black Sea.

To this end, the GFCM formulates and recommends appropriate measures for the conservation and rational management of living marine resources and ensures these recommendations are implemented; constantly reviews the economic and social aspects of the fishing industry, recommending specific measures in connection with its development; promotes and carries out training, research and development activities, in addition to cooperation and technical assistance in fisheries-related fields; collects, publishes and disseminates information on exploitable living marine resources and on fisheries exploiting these resources; promotes programmes for marine and coastal fisheries enhancement.

To further support these endeavours, the GFCM adopted a mid-term strategy (2017-2020) towards the sustainability of Mediterranean and Black Sea fisheries (the mid-term strategy), as a regional reply to the objectives enshrined in the United Nations Sustainable Development Goal 14 and the FAO Strategic Objective 2, in order to ensure that the alarming trend in the status of commercially exploited fish stocks is reversed by means of the five targets relating to i) strengthened scientific advice in support of fisheries management; ii) supported sustainable small-scale fisheries; iii) curbed illegal, unreported and unregulated (IUU) fishing; iv) mitigated interactions between fisheries and the marine environment and ecosystems; and v) enhanced capacity-building and cooperation.

As they bring new projects, fields of work and an expanding organizational remit, new products and events need to be properly prepared and promoted. In addition, for its ambitious strategies to succeed, the GFCM needs to prepare effective documents and publications and to communicate effectively about its work and its impact to key audiences and stakeholders. Good publication and information can contribute in obtaining support and participation and securing the cooperation between all stakeholders involved.

The posts are home based or located in the GFCM headquarters at Palazzo Blumenstihl (Via Vittoria Colonna 1, 00193 – Rome, Italy)


FAO International Consultant and Call purpose


The Organization frequently engages experts to work on short-term projects as international consultants. The functions of a consultant are results-oriented and normally involve analysing complex issues, directing seminars or training courses, preparing documents for conferences and meetings, or writing reports on matters within their area of expertise.

An international consultant is engaged by the Organization to provide expertise, skills or knowledge for the performance of a specific task or piece of work, which would be short-term by nature. The assignment may involve full-time or part-time functions similar to those of staff members.

The assignment can be from 1 month up to 11 months. The possibility of extension is subject to satisfactory performance and depending on the resources and needs of the Organization.

The purpose of this call is to attract talents with experience and background in the area of publications and documentation, video and media and web-contents to populate rosters for the following profiles\:

  • Fisheries documentation and publication expert
  • Fisheries information expert
Reporting Lines

The Fisheries documentation and publication and information experts report to the relevant GFCM officers and to the GFCM Executive Secretary and closely collaborate with relevant staff in the GFCM Secretariat.


Technical Focus

Support to the production of reports, publications working documents, media and other related materials as well as to the production of relevant information and contents to enhance the visibility and efficiency of activities foreseen within the work programme of the GFCM, in line with its mandate.


Tasks and responsibilities

The Fisheries documentation and publication expert will assist the GFCM Secretariat in the preparation of technical documents and scientific publications to enhance the quality of the materials produced. The key functions of the consultant will be to\:

  • Collaborate in the overall preparation of GFCM scientific documents and publications in relation to GFCM activities\: collect materials, perform layout, prepare files, edit them or liaise with editors, liaise with graphic designers, follow up all the production steps and coordinate with relevant staff and providers;

  • Contribute to the maintenance of the GFCM documentation and media databases;

  • Provide support for the completion and online dissemination of relevant documents, publications and material, including the GFCM Compendium of decisions;

  • Prepare relevant documents in connection with GFCM activities (including reports, notes, correspondence, etc.);

  • Provide support in logistical arrangements in connection with ongoing activities, namely for the preparation and follow-up of GFCM events;

  • Collaborate in the preparation of relevant materials, links and contents for the GFCM website;

  • Perform the above tasks in line with FAO corporate standards;

  • Ensure regular reporting to relevant FAO departments and services;

  • Perform any other related duties as required.

The Fisheries information specialist will be responsible for general contents and structure management of the GFCM Secretariat website, including transition towards modern platforms in line with applicable procedures in the Organization. The key functions of the consultant will be to\:

  • Contribute to ensuring the regular maintenance, feed and update of the GFCM website using the content management tools put at disposal by the Organization and in line with FAO and GFCM communication strategies;

  • Leverage the features of the Content Management System (CMS) in use to create page structures to host contents relevant to the work of GFCM;

  • Improve the layout of existing and new contents as required, by leveraging HTML, CSS and other means supported by the CMS platform;

  • Include in the GFCM website new features/modules, as made available by the Organization, which are relevant to the needs of the GFCM;

  • Review and propose alternate and available solutions to migrate contents upon decommissioning of old CMS;

  • Provide support to the GFCM Secretariat in disseminating relevant GFCM material and information through existing online GFCM channels;

  • Prepare adequate documentation in English for continued support and maintenance;

  • Monitor the GFCM website in terms of availability of contents, links and linked resources and raise exceptions promptly;

  • Prepare work plans and regular progress reports for supervisors as appropriate and required;

  • Perform the above tasks in compliance with relevant organizational technical, security, data and quality standards and procedures, in liaison with relevant FAO departments and services;

  • Perform any other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • University degree or technical diploma (for PSA) or advanced university degree (for consultant) in communication, journalism, languages, project management, political science, computer science, information technology, programming techniques, web design or related subject;

  • 1 year (Category C consultant/PSA) or 5 years (Category B consultant/PSA) of relevant experience.

  • For consultants, working knowledge (Level C) of English, French or Spanish and limited knowledge (Level B) of one of the other two or Arabic, Chinese, or Russian.

  • For PSAs, working knowledge (Level C) of one of FAO’s official languages. Level B of another official language is desirable.

  • Work experience in information structure and content organization management through platforms such as Typo3, Sitefinity, Drupal

  • Ability to use HTML, CSS and other means to adapt, improve or enhance contents layout

  • Ability to produce mock-up based on business needs and knowledge of mobile techniques for web development

  • Ability to build and execute a project plan and roadmap of milestones

  • Understanding of SEO, web traffic metrics and web optimization strategies will be an asset

  • Working knowledge of design programs such as Photoshop will be an asset

Selection criteria
  • Level of experience in documentation, editorial and publishing work or information management, preferably in an international context (Fisheries documentation and publications expert)
  • Level of knowledge of editorial processes and conventions and of layout tools (Fisheries documentation and publications expert)
  • Level of experience in working with international and intergovernmental organizations, possibly in the Mediterranean and/or Black Sea (Fisheries documentation and publications expert)
  • Level of experience in information management and web content development (Information expert)
  • Level of knowledge of information and web development tools (information expert)
  • Working knowledge of Arabic, French, Spanish or Russian will be an asset
