Organizational Context

UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Digitalization, Technology and Agri-Business (DTA), headed by a Managing Director, coordinates and mainstreams the Fourth Industrial Revolution (4IR) in its technical cooperation, strategic, normative activities aiming at fostering the inclusive and sustainable development in the era of 4IR. The Directorate creates new and innovative technical cooperation deliverables in the areas of trade, investment, technology innovation and agro-industry and agri-business. The Directorate comprises the Department of Digitalization, Technology and Innovation (DTI) and the Department of Agri-Business (AGR). The Department of Agri-Business (DTA/AGR) provides a range of technical cooperation services to assist developing countries add value to the output of their agricultural sector and generate employment opportunities in off-farm activities for rural communities, thereby contributing to increased food security and a sustainable reduction of poverty. The department provides support for the development of agri-business corridors in developing countries in collaboration with International Financial Institutions.

These positions are located in each of the three Divisions in the Department. The Agro-Industries and Industrial Skills Development Division (DTA/AGR/AIS) provides a range of specialized services and knowhow to address the specific needs of Member States in the industrial processing of nonfood agricultural produce and technical skills development to provide their populations with sustainable livelihoods. The Rural Entrepreneurship, Job Creation and Human Security Division (DTA/AGR/RJH) provides technical cooperation services to improve livelihoods in rural communities through productive activities. The focus is on business activities among socially and economically marginalized people, including in particular women and youth, in the farm and non-farm sectors including creative industries. Both entrepreneurial and technical human capacities are strengthened and matched with opportunities for producing new and improved marketable products. Knowledge and technology introduced in the rural communities match the absorptive and innovative capabilities of the poor and vulnerable segments of rural society. The Sustainable Food Systems Division (DTA/AGR/SFS) promotes ISID through the promotion of food systems that deliver food and nutrition security without compromising economic, social, and environmental bases to generate food security and nutrition for future generations. The Division is responsible for identifying, developing and managing programmes to improve the competitiveness of the food and agribusiness sectors through access to support services, finance, markets and trade opportunities. The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, at Headquarters and in the field. Staff -members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

Main Functions

Under the guidance and supervision of the Divisional Chief and as a team member at the divisional level, the incumbent will be involved in the implementation of one or more Technical Cooperation projects. Within the limits of a delegation of authority by the Divisional Chief, the incumbent will be responsible for project funds and accountable for the achievement of project results, in line with the objectives of the Division, to contribute to the outcomes of Department. Within delegated authority, the incumbent will be responsible for the following duties: - Execute project work plans, including drafting Terms of Reference for national/international experts and subcontracts as per UNIDO rules and regulations and donor requirement; reviewing proposals submitted as part of requests for proposals/quotation; providing inputs on negotiating conditions in accordance with UNIDO rules, interests and donor priorities; and assessing and recommending potential bidders and candidates for selection to the Divisional Chief (or delegated professional in the Division). - Monitor the implementation of project activities by national coordinators, national and international experts, and subcontractors in line with terms of reference and agreed work plans and inform accordingly the Divisional Chief (or delegated professional in the Division). - Draft procurement, recruitment and work plans, with the accompanying budget, and status/progress reports for approval of Divisional Chief (or delegated professional in the Division). - Participate in relevant meetings (e.g. steering committee meetings, technical meetings) and draft relevant documentation; present activities and results of the project(s) at relevant technical international fora. - Obligate project funds in the areas of recruitment and procurement in line with UNIDO financial rules through the Enterprise Resource Planning framework and be responsible for their use in line with UNIDO accountability framework and risk management policies. - Reply to requests for information on project implementation to Government officials, representatives of multilateral/ bilateral agencies, and key national stakeholders, contribute to communication and visibility efforts in relevant media in cooperation with the relevant UNIDO-project communication specialist/staff and follow up with relevant partners and stakeholders, in line with UNIDO correspondence and advocacy guidelines. - Assist the Evaluation Group in its evaluations of projects/programmes. - Liaise and seek support from in-house Procurement, Human Resources and Finance offices as deemed necessary for the effective management of the project. - Perform other related duties and assignments as required by the Project Manager, Chief of the Division or Director of the Department.

Minimum Requirements

Education

Advanced university level degree in Economics, Industrial Development, Political Science, Management, Engineering, Agricultural and Food Sciences and related areas.

Languages

Fluency in English required. Working knowledge of other official language(s) of the United Nations, an asset.

Computer Skills

Field of Expertise

A minimum of five years of relevant professional experience, including some at the international level, implementing technical cooperation in developing countries. Experience in coordinating and managing projects in the areas of agri-business, value chain development, food systems, entrepreneurship development and SMEs competitiveness and development is an asset. NOTE: Eligible internal UNIDO applicants are required to have served at least one year in his or her current post. However, the seniority-in-grade requirements for applying for higher level positions, as per paragraphs 18 and 78 of the HRMF, have been waived. In the cases of internal applicants, comparable qualifications and experience in UNIDO may be considered to take into account the potential of candidates.
