Lebanon H&N section is looking for a national or international consultant who under the supervision and overall guidance of the H&N Chief the consultant will work on providing political advice and technical assistance on UNICEF plans, programmes, policies and priorities in public health in Lebanon, based on epidemiological analysis.

The Covid-19 Pandemic is demonstrating in Lebanon alike at global level and in real time the vulnerability of current health strategies and systems. The private sector has revealed how fragile and dependent from importation it was, and the public health system has not yet been in a position to maintain the quality of services. However, despite the recent progress and investment on universal health coverage, the drastic drop in coverage of key intervention like immunization (Minus 47% of immunization in the private sector between October 2019 and April 2020) is calling for a total switch and scale of UNICEF programme in health .  In the context of nexus between Covid-19 emergency, economic crisis and the need to strengthen the social system on a mid to long term sustainable goal, the consultancy is to provide high level advocacy and technical support to better define next UNICEF country programme

How can you make a difference?

This consultancy is to provide political advice and technical assistance on UNICEF plans, programmes, policies and priorities in public health in Lebanon, based on epidemiological analysis. This advice and assistance will include:


1. Adopting an integrated approach with other sectors in Lebanon.

2. Elaboration of UNICEF position papers in public health.

3. Strategic planning particularly in health and social sectors.

4. Evidence-based analysis on equity programming.

5. Conducting stakeholders’ analysis to promote collaboration and synergies among different actors. Examples of 2020 key opportunity for Senior expert review: Immunization financing analysis, Equity analysis of primary health care.

6. Multilateral and multi sector meetings and follow up.

7. Analysis of government policy documents and recommended response

8. Review of other technical documents, reports and analysis as necessary and relevant to UNICEF programming and policy in Lebanon.

the Tasks will also include:

1.  Review of the equity analysis and immunization financing analysis

2.  Technical and policy advisory support to the situation analysis in preparation for the next CPD, by reviewing and providing relevant research input

3. Participation in strategic meetings relating to the CPD and review of a key strategic documents

4. Review of ad hoc policy and programmatic strategic documents relating to the Heath situation in the country

5.  Creating and facilitating dialogue platforms on health issues among key stakeholders

To qualify as an advocate for every child you will have…

  • A PHD/ Doctorate degree in Social sciences, public health with focus on global health, public health or other relevant social science discipline
  • Proved technical expertise and work experience of at least 12 years in the area of public health, social science
  • Experience in development and emergency programming, in high level advocacy
  • Proven experience of high level public advocacy, of strategic and policy dialogue, of strategic reflection on public health
  • Fluency in English, Arabic and French is required. Knowledge of another official UN language (Chinese, Russian or Spanish) or a local language is an asset.
  • Strong communication and working with people

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
